RESOLUTION NO. 8659 -13 Referred to the Public Safety Commit- tee May 20, 2013. Please substitute for the original. BY: Anderson, Bullock, Juris, Madigan, Nowlin, Powers, Smith. A RESOLUTION to take effect immediately provided it receives the vote of at least five members of Council, or otherwise to take effect at the earliest period allowed by law, recogniz- ing the Westshore Regional Community Emergency Response Team as a non - profit function of the Westshore Council of Governments and adopting guidelines for the operation of that pro- gram. WHEREAS, the City belongs to the Westshore Council of Governments, a council rec- ognized under the authority of the Ohio Revised Code; and WHEREAS, as part of the council of governments, Lakewood has participated in a coor- dinated community emergency response team known as the Westshore Regional Community Emergency Response Team; and WHEREAS, in an effort to be unified in policy and operations, the remaining govern- ments within the council have adopted program guidelines related to their participation in the Westshore Regional Community Emergency Response Team; and WHEREAS, the City thus stands to adopt the same or similar program guidelines; and WHEREAS, Article 18, Section 3 of the Constitution of the State of Ohio permits munic- ipalities to exercise all powers of local self - government and to adopt and enforce within their limits such as local police, sanitary and other regulations as are not in conflict with general laws; and WHEREAS, this Council by a vote of at least five of its members determines that this resolution is an emergency measure and that it shall take effect at the earliest date possible as set forth in Article III, Sections 10 and 13 of the Second Amended Charter of the City of Lakewood and that it is necessary for the immediate preservation of the public property, health, and safety and to provide for the usual daily operation of municipal departments in that the remaining Westshore communities await Lakewood's adoption of these guidelines; now, therefore, BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: Section 1. The City recognizes the Westshore Regional Community Emergency Re- sponse Team as a non - profit function of the Westshore Council of Governments and adopts guidelines for the operation of that program in the form attached hereto as Exhibit A, which shall not be amended except upon a majority vote of Council.
