RESOLUTION NO. 8659 -13 <br />Referred to the Public Safety Commit- <br />tee May 20, 2013. Please substitute <br />for the original. <br />BY: Anderson, Bullock, Juris, <br />Madigan, Nowlin, Powers, Smith. <br />A RESOLUTION to take effect immediately provided it receives the vote of at least five <br />members of Council, or otherwise to take effect at the earliest period allowed by law, recogniz- <br />ing the Westshore Regional Community Emergency Response Team as a non - profit function of <br />the Westshore Council of Governments and adopting guidelines for the operation of that pro- <br />gram. <br />WHEREAS, the City belongs to the Westshore Council of Governments, a council rec- <br />ognized under the authority of the Ohio Revised Code; and <br />WHEREAS, as part of the council of governments, Lakewood has participated in a coor- <br />dinated community emergency response team known as the Westshore Regional Community <br />Emergency Response Team; and <br />WHEREAS, in an effort to be unified in policy and operations, the remaining govern- <br />ments within the council have adopted program guidelines related to their participation in the <br />Westshore Regional Community Emergency Response Team; and <br />WHEREAS, the City thus stands to adopt the same or similar program guidelines; and <br />WHEREAS, Article 18, Section 3 of the Constitution of the State of Ohio permits munic- <br />ipalities to exercise all powers of local self - government and to adopt and enforce within their <br />limits such as local police, sanitary and other regulations as are not in conflict with general laws; <br />and <br />WHEREAS, this Council by a vote of at least five of its members determines that this <br />resolution is an emergency measure and that it shall take effect at the earliest date possible as set <br />forth in Article III, Sections 10 and 13 of the Second Amended Charter of the City of Lakewood <br />and that it is necessary for the immediate preservation of the public property, health, and safety <br />and to provide for the usual daily operation of municipal departments in that the remaining <br />Westshore communities await Lakewood's adoption of these guidelines; now, therefore, <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. The City recognizes the Westshore Regional Community Emergency Re- <br />sponse Team as a non - profit function of the Westshore Council of Governments and adopts <br />guidelines for the operation of that program in the form attached hereto as Exhibit A, which <br />shall not be amended except upon a majority vote of Council. <br />
