(B) The Westshore Council of Governments may determine the circumstances under which <br />the Fire Chief Designee may exercise such authority to activate the WSC. WSC volun- <br />teers must await formal activation pursuant to authority herein and as outlined by all ap- <br />plicable guidelines prior to deployment. <br />(C) Activated WSC volunteers may report as directed by the Fire Chief Designee and shall <br />only participate in emergency management response activities as directed. Although not <br />formally activated for emergency response, WSC volunteers may also be engaged in <br />training activities scheduled by the WSC as directed and approved by the Fire Chief De- <br />signee. <br />IV. Administration <br />(A) Administration Representation. The Westshore Council of Governments has designated a <br />Fire Chief Designee from among its cities to advise the WSC Advisory Committee. The <br />Westshore Council of Goverimients may direct the Fire Chief Designee to act as the liai- <br />son between the WSC Advisory Committee and the Westshore Council of Governments, <br />and shall report to the Westshore fire chiefs and mayors on the activities, needs, and other <br />relevant matters concerning the WSC. <br />(B) WSC Guidelines. The WSC shall keep up to date such guidelines necessary for the gov- <br />ernance and efficient operation of the WSC. The guidelines shall address the volunteer <br />status, supervision by the Westshore Council of Governments, authority of the fire chiefs <br />and other officials, and other pertinent administrative regulations, including but not lim- <br />ited to activation procedures. The guideline shall be in writing and, as proposed by WSC <br />Advisory Committee, remain subject to review and approval by the Westshore Council of <br />Governments. <br />(C) WSC Equipment. <br />(1) All WSC equipment and supplies are and remain the property of the WSC and <br />Westshore Council of Governments. <br />(2) Items of equipment issued to WSC members, including but not limited to response <br />team kits, shirts, hats, and identification cards, are and remain the property of the <br />WSC and the Westshore Council of Governments. <br />(3) At such time as a volunteer leaves the organization for any reason or is dismissed or <br />otherwise has his or her membership terminated, he or she agrees to return the identi- <br />fication card to the WSC coordinator forthwith. <br />(4) Any person who fails to return to the WSC an identification card or other equipment <br />issued to him or her will be liable for the expense thereof and/or a replacement fee, <br />which will be determined by the WSC coordinator. <br />
