Recommended on October <br />21, 2013, for adoption at the November 4, <br />2013, Council meeting. Deferred on October <br />21, 2013.) <br />RESOLUTIONNO. 8679 -13 BY: Anderson, Bullock, Juris, <br />Madigan, Nowlin, Pourers, Smith. <br />A RESOLUTION to take effect immediately provided it receives the affirmative vote of <br />at least five members of council, or otherwise to take effect at the earliest period allowed by <br />law, authorizing the Mayor as Director of Public Safety to enter into necessary agreements with <br />the Cleveland Clinic related to the Division of Fire's emergency medical service units to partic- <br />ipate in an exchange of controlled substances and supplies for patient care at hospitals to which <br />Lakewood EMS transports patients. <br />WHEREAS, the City's Division of Fire and its emergency medical services units wish <br />to enter into an agreement with the Cleveland Clinic related to EMS participation with the <br />hospital in an exchange of controlled substances and supplies for patient care; and <br />WHEREAS, Article 18, Section 3 of the Constitution of the State of Ohio permits mu- <br />nicipalities to exercise all powers of local self - government and to adopt and enforce within their <br />limits such as local police, sanitary and other regulations as are not in conflict with general <br />laws; and <br />WHEREAS, this Council by a vote of at least five of its members determines that this <br />resolution is an emergency measure, and that this resolution shall take effect at the earliest date <br />possible as set forth in Article III, Sections 10 and 13 of the Second Amended Charter of the <br />City of Lakewood, and that it is necessary to provide for the usual daily operation of municipal <br />departments in that the contract period is from October 15, 2013 to October 15, 2014; now, <br />therefore: <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. This Council hereby authorizes the Mayor as Director of Public Safety to en- <br />ter into necessary agreements with the Cleveland Clinic related to the Division of Fire's emer- <br />gency medical service units to participate in an exchange of controlled substances and supplies <br />for patient care at hospitals to which Lakewood EMS transports patients. <br />Section 2. It is found and determined that all formal actions of this Council concerning <br />and relating to the passage of this resolution were adopted in an open meeting of this Council, <br />and that all such deliberations of this Council and of any of its committees that resulted in such <br />formal actions were in meetings open to the public, in compliance with all legal requirements. <br />Section 3. This resolution is hereby declared to be an emergency measure necessary for <br />the usual daily operation of the City for the reasons set forth and defined in the preamble to this <br />
