RESOLUTION NO. BY: Anderson, Bullock, Juris, Madigan, 8719 -14 Marx, Nowlin, O'Leary. A RESOLUTION to take effect immediately provided it receives the affirmative vote of at least five members of Council, or otherwise to take effect and be in force after the earliest period allowed by law, authorizing the Mayor or his designee to apply for and enter into an agreement with the Cuyahoga County Division of Children and Family Services for the Neighborhood Collaborative Services program through March 31, 2017. WHEREAS, the City of Lakewood has recently received notification from the Cuyahoga County Division of Children and Family Services of the deadline for proposals to accept funding raider the Neighborhood Collaborative Services program through 2017, such deadline being February 13, 2014; and WHEREAS, under new procurement rules promulgated by Cuyahoga County, the City of Lakewood is required to produce a resolution permitting contracting authority and authority to submit a proposal along with the proposal; and WHEREAS, the program finding requires no expenditure of City matching funds; and WHEREAS, this Council by a vote of at least five of its members determines that this resolution is an emergency measure, and that this resolution shall take effect at the earliest date possible as set forth in Article Ill, Sections 10 and 13 of the Second Amended Charter of the City of Lakewood, and that it is necessary for the immediate preservation of the public property, health and safety, and to provide for the usual daily operation of municipal departments in that this legislation is necessary to include this resolution with the proposal for 2014 -2017 Neighborhood Collaborative Services program funds; now, therefore BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: Section 1. The Mayor or his designee is hereby authorized to enter into an agreement with the Cuyahoga County Division of Children and Family Services for the Neighborhood Collaborative Services program to accept and expend funds under that program through March 31, 2017. Section 2. The Mayor or his designee is hereby authorized to submit a grant proposal to Cuyahoga County for the provision of Neighborhood Collaborative Services for the 2014, 2015, 2016 and 2017 program years. Section 3. It is found and determined that all formal actions of this Council concerning and relating to the passage of this resolution were adopted in an open meeting of this Council, and that all such deliberations of this Council and of any of its committees that resulted in such formal actions were in meetings open to the public, in compliance with all legal requirements. Section 4. This resolution is hereby declared to be an emergency measure necessary for the immediate preservation of the public peace, property, health, safety and welfare in the City and for the usual daily operation of the City for the reasons set forth and defined in the preamble to this resolution, and provided it receives the affirmative vote of at least five members of Council, this resolution shall
