SECTION 2. REQUESTS FOR ASSISTANCE <br />a. Marine Patrol Services. The Cities and the Park District agree to share resources to provide marine patrol services to <br />patrol the waters within the venue and jurisdiction of the Cities and Cleveland Metroparks. <br />i. Vessel: Cleveland Metroparks shall provide the local financial match in an amount that does not exceed <br />$65,000.00 that is required to purchase the Safe Boats 27' watercraft with a 10' beam, capacity for 16 <br />people, and powered by dual Mercury Verado 300 hp motors. Rocky River shall hold title to the vessel. <br />The vessel shall be permanently docked at Rocky River's docking location in the Yacht Club Basin on the <br />west channel of the Rocky River, and dry docked at the Rocky River Service Garage, 22401 Lake Road, <br />Rocky River, Ohio. <br />ii. Trainine: Commencing in 2014, Rocky River shall assist in the training of Lakewood Officers and <br />Cleveland Metroparks Rangers in marine patrol services by coordinating enrollment Rangers in a State of <br />Ohio boat operators course and permitting Cleveland Metroparks Rangers to participate in marine patrols <br />weekly from Memorial Day through Labor Day. <br />iii. Use & Schedule: Each year prior to April I", Rocky River will create a mutually agreeable schedule <br />and maintain and manage the same, which details the number of regularly scheduled patrol hours each <br />party is permitted to use the vessel to fulfill the safety, visibility, enforcement and security priorities of <br />the Marine Patrol Units. In addition, parties agree that additional hours will be scheduled for special <br />events and emergency situations as outlined in sections 2b and 2c below. <br />iv. Operational Cost Share: In the first year of the agreement, the operational costs shall be shared <br />equally. In subsequent years, Parties shall proportionately share the operational costs, except personnel <br />costs, of the Marine Patrol Services related to each party's usage, after any and all applicable Grant Funds <br />have been first applied to pay these costs. <br />1) Each year prior to October I", the parties shall mutually agree upon an operational budget <br />based upon the schedule established pursuant to section 2(a)(iii). The parties will subsequently <br />meet to finalize the operational budget following budget approval by the Cities and Cleveland <br />Metroparks. <br />2) At least annually, Rocky River shall provide a detailed accounting of all costs to Lakewood <br />and Cleveland Metroparks no later than sixty (60) days prior to the amount being due and <br />payable. <br />3) Among the operational costs shall be the insurance premium cost for a policy with coverage <br />limitations as specified in Section 6 and shall name each patty as an "insured." <br />b. General Emergency Services. In the event of an emergency, as determined by the party requesting assistance, <br />each party agrees to furnish such police services as are requested by the other; provided, however, that such <br />services can be provided in the opinion of Cities' Chiefs of Police or designees or the Park District's Chief of <br />Rangers or designee, or the highest ranking on -duty police /ranger supervisor of the party(ies) from whom the <br />assistance is requested. <br />c. General Non - emergency services. In a non - emergency situation other than marine patrol, one or both of the <br />Cities may provide police services to the Park District and the Park District may provide police services to one <br />of the Cities as is requested by the requesting party, provided, however, that such services are possible to be <br />provided to the requesting patty. Request for non- emergency police services shall be approved by the <br />respective Chief of Police or designee, on behalf of either Rocky River or Lakewood, and the <br />Chief of Rangers or designee, on behalf of the Park District, or the highest ranking on duty police/ranger <br />Page 2 of 5 <br />
