RESOLUTION NO. 8752 -14 BY: Anderson, Bullock, Juris, Madigan, <br />Marx, Nowlin, O'Leary. <br />A RESOLUTION to take effect immediately provided it receives the affirmative vote of <br />at least five members of Council, or otherwise to take effect and be in force after the earliest <br />period allowed by law, authorizing and directing the Mayor or his designee, on behalf of the City, <br />to enter into all agreement with the Western Reserve Area Agency on Aging to accept and <br />expend PASSPORT Program funds for the fiscal period covering July 1, 2014 through June 30, <br />2016 and ratifying any and all prior agreements to accept and expend funds for this project. <br />WHEREAS, these funds will permit the City to provide additional services to residents <br />without increasing the burden on general find dollars; and <br />WHEREAS, the PASSPORT Program is designed to provide medical and non- medical <br />transportation, home delivered meals and social work counseling to residents over the age of 60 <br />who might otherwise require placement in a nursing facility; and <br />WHEREAS, this Council by a vote of at least five of its members determines that this <br />resolution is an emergency measure, and that this resolution shall take effect at the earliest date <br />possible as set forth in Article III, Sections 10 and 13 of the Second Amended Charter of the City <br />of Lakewood, and that it is necessary for the immediate preservation of the public property, <br />health and safety, and to provide for the usual daily operation of municipal departments in that <br />the agreement for the current program year begins July 1, 2014; now, therefore, <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. The Mayor or his designee, on behalf of the City, is hereby authorizes( to enter <br />into all agreement with the Western Reserve Area Agency on Aging to accept and expend funds <br />as are eligible for reimbursement through the PASSPORT Program for the fiscal period covering <br />July 1, 2014 through June 30, 2016, and ratifying any and all prior agreements to accept and <br />expend funds for this project. <br />Section 2. It is found and determined that all formal actions of this Council concerning <br />and relating to the passage of this resolution were adopted in all open meeting of this council, and <br />that all such deliberations of this Council and any of its committees that resulted in such formal <br />action, were in meetings open to the public, in compliance with all legal requirements. <br />
