RESOLUTION NO. 8752 -14 BY: Anderson, Bullock, Juris, Madigan, Marx, Nowlin, O'Leary. A RESOLUTION to take effect immediately provided it receives the affirmative vote of at least five members of Council, or otherwise to take effect and be in force after the earliest period allowed by law, authorizing and directing the Mayor or his designee, on behalf of the City, to enter into all agreement with the Western Reserve Area Agency on Aging to accept and expend PASSPORT Program funds for the fiscal period covering July 1, 2014 through June 30, 2016 and ratifying any and all prior agreements to accept and expend funds for this project. WHEREAS, these funds will permit the City to provide additional services to residents without increasing the burden on general find dollars; and WHEREAS, the PASSPORT Program is designed to provide medical and non- medical transportation, home delivered meals and social work counseling to residents over the age of 60 who might otherwise require placement in a nursing facility; and WHEREAS, this Council by a vote of at least five of its members determines that this resolution is an emergency measure, and that this resolution shall take effect at the earliest date possible as set forth in Article III, Sections 10 and 13 of the Second Amended Charter of the City of Lakewood, and that it is necessary for the immediate preservation of the public property, health and safety, and to provide for the usual daily operation of municipal departments in that the agreement for the current program year begins July 1, 2014; now, therefore, BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: Section 1. The Mayor or his designee, on behalf of the City, is hereby authorizes( to enter into all agreement with the Western Reserve Area Agency on Aging to accept and expend funds as are eligible for reimbursement through the PASSPORT Program for the fiscal period covering July 1, 2014 through June 30, 2016, and ratifying any and all prior agreements to accept and expend funds for this project. Section 2. It is found and determined that all formal actions of this Council concerning and relating to the passage of this resolution were adopted in all open meeting of this council, and that all such deliberations of this Council and any of its committees that resulted in such formal action, were in meetings open to the public, in compliance with all legal requirements.
