among them. Council may appoint a representative from among councilmembers to attend task <br />force meetings as a non - voting member. The Director of Public Works or any designee of his <br />or her choosing shall serve as a non - voting member. The administration shall appoint a staff <br />member for purposes of creating public notices, keeping minutes and performing other clerical <br />duties to staff the task force. <br />Section 3. With assistance from the Director of Public Works or his or her designee, the <br />Clean Water Integrated Planning Task Force shall be afforded an opportunity to hold public <br />meetings, conduct interviews of municipal officials, and inspect all pertinent records held by <br />the City related to wet - weather management on a timely basis. <br />Section 4. It is contemplated that the task force shall make report to Council and the <br />Mayor not less than semi - annually and at any other time requested by Council or the Mayor. <br />The task force shall be disbanded without further action of Council once the EPA Integrated <br />Wet Weather Improvement Plan is submitted to the EPA. <br />Section 5. It is found and determined that all formal actions of this council concerning <br />and relating to the passage of this resolution were adopted in an open meeting of this Council, <br />and that all such deliberations of this Council and of any of its committees that resulted in such <br />formal action were in meetings open to the public in compliance with all legal requirements. <br />Section 6. This resolution is hereby declared to be an emergency measure necessary for <br />the immediate preservation of the public peace, property, health, safety and welfare in the City <br />and for the usual daily operation of the City for the reasons set forth and defined in the pream- <br />ble to this resolution, and provided it receives the affirmative vote of at least five members of <br />Council this resolution shall take effect and be in force immediately upon its adoption by the <br />Council and approval by the Mayor, or otherwise it shall take effect and be in force after the <br />earliest period allowed by law. <br />Adopted: 3 u' !
