Budget Priority Submission Form
Finance Committee
Due Sept 12, 2016
Title: Block Club Recruitment/Retention Manager
Submitted by: Councilmember Litten
Departments to be involved: Potential community partners: Community Relations?
Which of the following goals does your priority address? Check all that apply
❑ Safe & Secure ❑ Vibrant Neiehborhoods
❑ Economic Development ❑ Sound Governance
❑ Other
1. Provide a narrative description of your idea in 250 words or less. Attach a separate sheet if necessary:
I would like for the city to strongly consider a dedicated staff position for block clubs. This should only be part
time, with (perhaps) a similar hours /week to the position Mike Tuttle held, but with revised and recharged
duties /job description. We might also consider a temporary role to help revamp and recruit for the clubs first,
and then a more long term role to manage and support them, as these tasks may require differing skill sets.
I would also urge strong consideration of a summer (or other time - frame) intern to assist in the reinvigoration
of this important aspect of our community relations.
2. Briefly explain how this will benefit the community:
I see this grass roots approach to our block clubs as being essential to our city's communication with residents
on any number of issues, including general safety concerns, sewers, health care and many others. Club
Captains would communicate directly with both the administration and ward council representatives, and
share that information as needed. While this information is shared currently via email, this structure could
provide a more hands -on and face -to -face approach.
3. Estimated expense (provide a range):
Previous position was a part -time employee within the Police Dept. who was paid $21.43 an hour. Salary could certainly
be negotiable, but the internship cost could be much lower.
4. Briefly summarize any proposals or discussions from the past that are related to this priority, if
applicable.
Only the previous position held by Mike Tuttle would constitute a related discussion, though I would seek to revise the
role.
1IPage
