RESOLUTIONNO. 8908 -16 BY: Anderson, Bullock, Litten, Marx, <br />Nowlin, O'Leary, O'Malley. <br />A RESOLUTION to take effect immediately provided it receives the affirmative vote of <br />at least five members of Council, or otherwise to take effect and be in force after the earliest pe- <br />riod allowed by law, authorizing an application with the Ohio Department of Natural Resources <br />requesting financial assistance from the Land and Water Conservation Fund for improvements at <br />Cove Park. <br />WHEREAS, the State of Ohio Department of Natural Resources administers financial as- <br />sistance for public recreation purposes through the federal Land and Water Conservation Fund <br />program; and <br />WHEREAS, the City of Lakewood desires financial assistance under the Land and Water <br />Conservation Fund; and <br />WHEREAS, the City of Lakewood has commissioned the production of a concept design <br />predicated on public participation; and <br />WHEREAS, the concept design has been approved by the Lakewood Planning Commis- <br />sion and was greatly informed by the Parks Strategic Master Plan and the Community Vision; <br />and <br />WHEREAS, CDBG funds have been recommended by Citizens Advisory Committee for <br />in the amount of $200,000; and <br />WHERAS, any financial assistance obtained world leverage the dollars committed by the <br />city and enable the city to complete the improvements at Cove Park efficiently; and <br />WHEREAS, this Council by a vote of at least five of its members determines that this <br />resolution is an emergency measure and that it shall take effect at the earliest date possible as set <br />forth in Article III, Sections 10 and 13 of the Second Amended Charter of the City of Lakewood, <br />and that it is necessary for the immediate preservation of the public property, health and safety, <br />and to provide for the usual daily operation of municipal departments in that applications for fi- <br />nancial assistance are due no later than December 15, 2016; now, therefore <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. This Council supports the city's application to the Land and Water Conserva- <br />tion Fund for a grant for the improvement of Cove Park (PP Nos. 312 -28 -087, 312 -28 -036 and <br />312 -28 -040). <br />Section 2. This Council agrees to obligate the necessary funds to complete this project. <br />
