RESOLUTIONNO. 8910 -16 By. Anderson, Bullock, Litten, Marx, <br />Nowlin, O'Leary, O'Malley. <br />A RESOLUTION to take effect immediately provided it receives the affirmative vote of <br />at least five members of council, or otherwise to take effect at the earliest period allowed by law, <br />authorizing the Mayor or his designee to apply to the Northeast Ohio Areawide Coordinating <br />Agency ( NOACA) for a $30,000 planning grant through the Transportation for Livable <br />Communities Initiative (TLCI) program, the grant to be used for study and planning of dedicated <br />bike infrastructure on Lake Avenue in anticipation of 2018 repaving of Lake Avenue. <br />WHEREAS, the City of Lakewood is submitting an application to the Northeast Ohio <br />Areawide Coordinating Agency ( NOACA) for funding through the Transportation for Livable <br />Communities Initiative (TLCI); and <br />WHEREAS, this grant will provide technical assistance for the study and planning of <br />dedicated bike infrastructure on Lake Avenue consistent with the Bicycle Master Plan; and, <br />WHEREAS, the TLCI Program provides federal funds for projects that integrate <br />transportation and land use planning, increase transportation options, promote livability, and <br />advance the goals of NOACA's Strategic Plan for northeast Ohio; and <br />WHEREAS, the TLCI program is paid on a reimbursement basis, requiring the applicant <br />to first expend Rinds (if matched) and then request reimbursement from NOACA; and <br />WHEREAS, the City of Lakewood agrees to abide by all federal requirements as a sub - <br />recipient of federal transportation funds, including Title VI of the Civil Rights Act of 1964 and <br />the Americans with Disabilities Act, and including all applicable federal procurement <br />requirements; and <br />WHEREAS, the City of Lakewood agrees to be responsible for managing any and all <br />sub - contracting agencies, organizations, or consultants; and <br />WHEREAS, the City of Lakewood agrees to complete the agreed upon scope of services <br />or will forfeit current and firture TLCI awards; and <br />WHEREAS, the City of Lakewood is authorized to execute a contract with the Ohio <br />Department of Transportation (ODOT) and NOACA if selected for the TLCI Program; and <br />WHEREAS, Lakewood would benefit from the technical assistance provided by NOACA <br />and their approved consultants as part of the Transportation for Livable Communities Initiative <br />program; and <br />WHEREAS, this Council by a vote of at least five of its members determines that this <br />resolution is an emergency measure, and that this resolution shall take effect at the earliest date <br />
