REFERRED TO HOUSING COMMITTEE 4/3/17. <br />RESOLUTION NO. 8928 -17 By: Anderson, Bullock, Litten, Marx, <br />Nowlin, O'Leary, O'Malley. <br />A RESOLUTION to permit the purchase of real property for an amount not to exceed <br />$70,000 without advertising and competitive bidding or specific approval of Council as required <br />by Lakewood Codified Ordinance § 111.04 for a period of three years from the effective date of <br />this legislation. <br />WHEREAS, Council adopted Resolution No. 8726 -14 on April 7, 2014 which authorized <br />the Mayor to purchase properties within the City of Lakewood without competitive bidding for a <br />purchase price less than $60,000 for a period of three years; and <br />WHEREAS, while the expiration of that authority is fast approaching, economic condi- <br />tions which have been affecting local housing have are still a threat to homes in our area; and <br />WHEREAS, the City wants to continue to defend against the unscrupulous use of deterio- <br />rated properties; and <br />WHEREAS, the City would like to continue to purchase properties and either rehabilitate <br />or raze them for use as green space or to hold in the Land Bank for future development; and <br />WHEREAS, pursuant to the Constitution of the State of Ohio and the Ohio Revised <br />Code, municipalities have the power of local self - government; and <br />WHEREAS, pursuant to the Constitution of the State of Ohio and the Ohio Revised <br />Code, municipalities have the power to enact laws that are for the health, safety, welfare, comfort <br />and peace of the citizens of the municipality; now, therefore <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. The Mayor of the City of Lakewood is hereby authorized to enter into all nec- <br />essary agreements and instruments for the purchase real property on behalf of the City of Lake- <br />wood without advertising or competitive bidding or specific approval of Council as required by <br />Lakewood Codified Ordinance §111.04. <br />Section 2. Each individual transaction for the purchase of real property shall not exceed <br />$70,000. <br />Section 3. This authority shall expire three years from the effective date of this resolu- <br />tion. <br />
