to a distribution header (pipe). The primary digester tanks have meters that monitor the <br />amount of methane gas produced. Gas meters are also used to monitor the quantity of <br />methane gas burnt in each boiler or flared to atmosphere. There presently is no means of <br />using excess methane gas other than flaring. The methane gas is used in its raw form other <br />than reducing the moisture content by means of moisture separation traps. <br />Treated Digested Sludge Disposal <br />Treated digested sludge is pumped out of the secondary digestion tanks to belt filter <br />presses. Once processed the dewatered sludge is hauled to either EPA permitted land <br />application sites or the PPG Lime Lakes. <br />Operational Records <br />The operational records of the Waste Water Treatment Plant were included in the <br />RFQ stage of the Project. Existing engineering plans have been made and are available for <br />review at the office of the City Engineer and additional information may be supplied by the <br />City at the DB's request or as the City elects to tender before and /or at any time during the <br />course of performance of the Project. <br />B. Project Goals and Objectives <br />Subject to the City's ffrnalization of further or different goals and objectives as may, inter <br />alia, include input from bidders as a product of the RFP process, the primary goals and objectives <br />of the Project are summarized below: <br />• The existing digestion equipment and facilities shall be upgraded to provide <br />efficient reliable operation over a 20 -year life cycle. <br />• The Process shall maximize energy recovery for use at the Lakewood WWTP. <br />Thermal energy recovery for use in the digestion process and maintaining <br />building heat as currently in effect. <br />• Additional beneficial use of gas and/or generation of electrical energy of use <br />throughout the WWTP is desired. <br />• The Process and power generation shall be sited at the Lakewood WWTP location <br />as documented previously in the RFQ. <br />• Use of one or more of the existing digesters for the mesophilic stage is required. <br />• The feedstock to the Process shall be biosolids produced at the Lakewood WWTP <br />only. No outside feedstock will be permitted. <br />• Capacity to store digested and/or undigested sludge is desirable. <br />C. Scope of Work <br />DB Performance Obligations <br />The DB may provide a portion of the Work through one or more consultants, one of whom <br />shall be designated as the Engineer of Record ( "EOR.
