Preliminary Design Stage • Basis of Design Study: The Basis of Design summary report will consist of a brief description of each improvement element, the associated design parameters and equipment design criteria. Design features of the plant process, electrical, mechanical (HVAC and Plumbing), architectural, structural, instrumentation and control, and civil site components will be listed. The design summary will also include project constraints /limitations, coordination items, needed approvals, detailed opinion of project cost and a schedule of critical design milestones. During preparation of the Basis of Design study, the DB team shall hold a minimum of three design workshops with the City. These workshops shall be used to ascertain the City's concerns, preferences, and project specific operation and maintenance issues. These workshops will also be used to substantiate the information on which the project will be designed and constructed. Specific discussions will include: equipment selection, upgrades of existing facilities including OBC issues, operational considerations, construction methods, design guidelines to be followed, cost impacts and schedule impacts. The Basis of Design stage will be considered complete upon the City's acceptance of the Basis of Design report. • Preliminary Design: Preliminary design drawings will be produced after the Basis of Design has been accepted by the Owner. Preliminary design deliverables will include plan layout of the plant structures/buildings and process equipment. Major section drawings for plant improvements will be prepared during the preliminary design as necessary. Other plant design drawings initiated during the preliminary design will be process schematics, and a baseline instrumentation and control schematic. • The completion of the Preliminary Design work constitutes approximately 15% of the overall design. Design Development Stage • Design Development Stage work will be produced after the Preliminary Design has been accepted by the Owner. Design Development Stage deliverables shall be submitted to the City Engineer and the Criteria Engineer (as the City directs) by the DB through the FOR at the completion of the following: 30% completion of design stage; and, 60% of completion of design stage Design Development Stage deliverables at each stage shall take into account and address: 6 1 P a g e
