REFERRED TO THE COMMITTEE OF THE WHOLE <br />6/5/17. <br />RESOLUTIONNO. 8941 -17 BY: Anderson, Bullock, Litten, Marx, <br />Nowlin, O'Leary, O'Malley <br />A RESOLUTION to take effect immediately provided it receives the affirmative <br />vote of at least five members of Council, or otherwise to take effect and be in force at the <br />earliest period allowed by law, concur with the Lakewood Planning Commission in the <br />adoption of the updated Lakewood Community Vision. <br />WHEREAS, Article XII, Section 3, Powers and Duties of the Planning Commis- <br />sion, of the Second Amended Charter of the City of Lakewood states that it shall be the <br />function and duty of the Planning Commission to make and adopt a general plan for the <br />development and improvement of the City; and <br />WHEREAS, in July 1993 the Lakewood Community Vision was accepted as the <br />General Plan for the City of Lakewood and subsequently updated in 2013; and <br />WHEREAS, the Lakewood Community Vision is an expression of where we <br />stand as a community and where we hope to be in the future; and <br />WHEREAS, as a result of an administrative review and public hearings before the <br />Planning Commission, it was determined that the focus areas, goals and objectives in the <br />Vision are still relevant and current, with the exception of a few objectives that had been <br />accomplished; and <br />WHEREAS, the "Where are We Now" data was updated to reflect current statis- <br />tical data as well as making the online version of the Community Vision more visual and <br />informative by including links for recent projects; and <br />WHEREAS, on March 2, 2017, the Planning Commission reviewed and voted to <br />submit with recommendation for adoption of a final draft of an updated Community Vi- <br />sion a copy of which is on file in the Cleric of Council's Office; and <br />WHEREAS, this Council by a vote of at least five members thereof determines <br />that this resolution is an emergency measure, that this resolution shall take effect at the <br />earliest date possible as set forth in Article III, Sections 10 and 13 of the Second Amend- <br />ed Charter of the City of Lakewood and that it is necessary for the immediate preserva- <br />tion of the public property health and safety and to provide for the usual daily operation <br />of municipal departments in that the Community Vision should be updated immediately <br />to reflect current data and the on -line version should be updated to include this additional <br />information; now, therefore, <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />
