• Resident Attraction and Retention Equity <br />• Public Health • Economic Development <br />3. Estimated expense (provide a range):Proposal: a $50,000 - $100,000 allocation for 2018, <br />broken out in these components (amounts for subcategories are approximate, not strict <br />allocations, and should be understood to allow flexibility within categories): <br />• Design for Lakewood's bikeway network as a whole and /or for a significant specific <br />project such as north -south connector streets, Lake Avenue, or Riverside Drive. Design <br />includes activities such as facilitation of public input, producing renderings or blue prints, <br />development of a Bicycle Infrastructure Design Guide, making grant applications for <br />funding from foundations or state and federal programs). <br />• Infrastructure Improvements to pay for small improvements (e.g. an always -ready supply <br />of bike parking hitches and corrals at City Hall, signage, refreshing sharrows, intersection <br />markings). <br />• Education, Encouragement and Enforcement (EEE): Safety trainings in schools and <br />workplaces, free safety lights for graduates of traffic safety courses, group rides, etc.) <br />4. If applicable, summarize any proposals or discussions from the past that are related to <br />this priority. <br />Lakewood's Bicycle Master Plan (available at this link) has been previously adopted with strong <br />support by both the Planning Commission and City Council. Several elements of this plan have <br />already been implemented, with encouraging results. <br />Bike Lakewood has provided a separate set of recommendations with many overlapping areas in <br />its "Lakewood Bicycling Priorities Interim Report 2014." <br />5. Briefly describe any preliminary discussions you have had with colleagues, the <br />administration and /or relevant department directors about this priority, if applicable. <br />In 2016, Council used the Finance Committee budget priority process to express its support for <br />investing in the Bicycle Master Plan. Input from the Administration and Bike Lakewood has <br />been incorporated into this proposal. <br />Please provide detail on how your idea fits within the SMART objectives framework: <br />Provide a reliable funding source to enable more consistent, year -by -year <br />implementation of Lakewood's Bicycle Master Plan.
