Provide a narrative description of your idea in 250 words or less. Attach a separate sheet
if necessary:
This proposal calls for additional funding to support Project SOAR to fulfill its goals of reducing
the number of fatal overdoes and to quickly connect those experiencing addiction with treatment.
A DOJ grant proposal for the Project's funding is pending. Should the proposal be denied, the
City has secured a commitment from the ADAMHS Board to fund the Project. As Human
Services and its Project partners continue to refine the project's parameters, two additional
funding needs have been identified.
1. Funding for Project participants to receive transportation from Project access points
(Lakewood Municipal Court, Cleveland Clinic Lakewood Emergency Department, or their
homes) to a treatment center.
2. Funding for Lakewood Police and Fire overtime pay. As part of the Project's rapid response
model, a peer support specialist teamed up with a police officer and EMS professional will,
within a week, perform follow up home visits to patients presenting at Project access points
experiencing an overdose or requesting treatment. This initiative will require police and fire
overtime.
2. Briefly explain how this will benefit the community:
Project SOAR will benefit the individuals who receive services as well as the community at large
by reducing negative spillover effects that drug addiction brings to a community such as family
separation and increased crime.
m
