RESOLUTION NO. 8959 -17 BY: Anderson, Bullock, Litten, Marx, <br />Nowlin, O'Leary, O'Malley. <br />A RESOLUTION to take effect immediately provided it receives the affirmative vote of at least <br />five members of Council, or otherwise to take effect and be in force after the earliest period allowed by <br />law, authorizing the Mayor or his designee to apply for and enter into an agreement with the Cuyahoga <br />County Division of Children and Family Services for the Community Based Services for At -Risk <br />Children and Families in Cuyahoga County from April 1, 2018 through March 31, 2019. <br />WHEREAS, the City of Lakewood has recently received notification from the Cuyahoga County <br />Division of Children and Family Services of the deadline for proposals to accept funding under the <br />Neighborhood Collaborative Services program through 2018/19, such deadline being October 27, 2017; <br />and <br />WHEREAS, under new procurement rules promulgated by Cuyahoga County, the City of <br />Lakewood is required to produce a resolution permitting contracting authority and authority to submit a <br />proposal along with the proposal; and <br />WHEREAS, the program funding requires no expenditure of City matching funds; and <br />WHEREAS, this Council by a vote of at least five of its members determines that this resolution <br />is an emergency measure, and that this resolution shall take effect at the earliest date possible as set forth <br />in Article 111, Sections 10 and 13 of the Second Amended Charter of the City of Lakewood, and that it is <br />necessary for the immediate preservation of the public property, health and safety, and to provide for the <br />usual daily operation of municipal departments in that this legislation is necessary to include this <br />resolution with the proposal for 2018 -19 Community Based Services for At -Risk Children and Families <br />in Cuyahoga County program funds; now, therefore <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. The Mayor or his designee is hereby authorized to enter into an agreement with the <br />Cuyahoga County Division of Children and Family Services for the Community Based Services for At- <br />Risk Children and Families in Cuyahoga County program to accept and expend funds under that program <br />through March 31, 2019. <br />Section 2. The Mayor or his designee is hereby authorized to submit a grant proposal to <br />Cuyahoga County for the provision of Community Based Services for At -Risk Children and Families in <br />Cuyahoga County for the program year beginning April 1, 2018 and ending March 31, 2019. <br />Section 3. It is found and determined that all formal actions of this Council concerning and <br />relating to the passage of this resolution were adopted in an open meeting of this Council, and that all <br />such deliberations of this Council and of any of its committees that resulted in such formal actions were <br />in meetings open to the public, in compliance with all legal requirements. <br />Section 4. This resolution is hereby declared to be an emergency measure necessary for the <br />immediate preservation of the public peace, property, health, safety and welfare in the City and for the <br />
