A RESOLUTION to take effect immediately provided it receives the affirmative vote of at least five members of council, or otherwise to take effect at the earliest period allowed by law, authorizing the Mayor or his designee to apply, in collaboration with the Beck Center /West End District, to the Cuyahoga County Supplemental Grant Program for a $50,000 grant to be used for improvements to the Detroit- Sloane intersection. WHEREAS, on November 3, 2017 the City of Lakewood in partnership with the Cleveland Metroparks, the Beck Center, and NOACA held a public meeting to present potential concepts and collect feedback on the Detroit -Sloane intersection; and WHEREAS, a traffic study will be done to inform any improvements in the right - of -way; and WHEREAS, gateway features and streetscape improvements will be done accord- ing to feedback received during the public meeting; and WHEREAS, the grant will fund the first phase of this project, with future im- provements to the intersection expected in the next four years; and WHEREAS, this Council by a vote of at least five members thereof determines that this resolution is an emergency measure, that this resolution shall take effect at the earliest date possible as set forth in Article III, Sections 10 and 13 of the Second Amend- ed Charter of the City of Lakewood and that it is necessary for the immediate preserva- tion of the public property health and safety and to provide for the usual daily operation of municipal departments in that the Beck Center /West End District must submit formal support of its application no later than November 30, 2017; now, therefore BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: Section 1. The Mayor of the City of Lakewood, or his designee, is hereby author- ized to prepare and submit an application, in collaboration with the Beck Center /West End District, to the Cuyahoga County Supplemental Grant Program for a $50,000 grant to be used for improvements to the Detroit - Sloane intersection. Section 2. The Mayor, the Director of Public Works, Director of Law and the Di- rector of Finance for the City of Lakewood are authorized to enter into any agreements as may be necessary and appropriate for obtaining this financial assistance.
