RESOLUTION NO. 8964 -17 BY: Anderson, Bullock, Litten, Marx, <br />Nowlin, O'Leary,- ":0_'Malley. <br />A RESOLUTION to take effect immediately provided it receives the affirmative <br />vote of at least five members of council, or otherwise to take effect at the earliest period <br />allowed by law, authorizing the Mayor or his designee to apply, in collaboration with the <br />Beck Center /West End District, to the Cuyahoga County Supplemental Grant Program <br />for a $50,000 grant to be used for improvements to the Detroit- Sloane intersection. <br />WHEREAS, on November 3, 2017 the City of Lakewood in partnership with the <br />Cleveland Metroparks, the Beck Center, and NOACA held a public meeting to present <br />potential concepts and collect feedback on the Detroit -Sloane intersection; and <br />WHEREAS, a traffic study will be done to inform any improvements in the right - <br />of -way; and <br />WHEREAS, gateway features and streetscape improvements will be done accord- <br />ing to feedback received during the public meeting; and <br />WHEREAS, the grant will fund the first phase of this project, with future im- <br />provements to the intersection expected in the next four years; and <br />WHEREAS, this Council by a vote of at least five members thereof determines <br />that this resolution is an emergency measure, that this resolution shall take effect at the <br />earliest date possible as set forth in Article III, Sections 10 and 13 of the Second Amend- <br />ed Charter of the City of Lakewood and that it is necessary for the immediate preserva- <br />tion of the public property health and safety and to provide for the usual daily operation <br />of municipal departments in that the Beck Center /West End District must submit formal <br />support of its application no later than November 30, 2017; now, therefore <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. The Mayor of the City of Lakewood, or his designee, is hereby author- <br />ized to prepare and submit an application, in collaboration with the Beck Center /West <br />End District, to the Cuyahoga County Supplemental Grant Program for a $50,000 grant <br />to be used for improvements to the Detroit - Sloane intersection. <br />Section 2. The Mayor, the Director of Public Works, Director of Law and the Di- <br />rector of Finance for the City of Lakewood are authorized to enter into any agreements as <br />may be necessary and appropriate for obtaining this financial assistance. <br />Section 3. This resolution is hereby declared to be an emergency measure neces- <br />sary for the immediate preservation of the public peace, property, health, safety and wel- <br />
