REFERRED TO THE FINANCE COMMITTEE 12/4/17. <br />RESOLUTION NO. 8968 -17 BY: Anderson, Bullock, Litten, <br />Marx, Nowlin, O'Leary, O'Malley. <br />A RESOLUTION to take effect immediately provided it receives the affirmative vote of at least <br />two thirds of the members of Council, or otherwise to take effect and be in force after the earliest period <br />allowed by law, authorizing and directing the Mayor to submit the Fiscal Year (FY) 2018 One -Year <br />Action Plan of the FY 2015 - 2019 Five Year Consolidated Plan which includes dollar allocations and <br />activities to be funded with federal Community Development Block Grant (CDBG), Emergency <br />Solutions Grant (ESG), and HOME Investment Partnership Program (HOME) resources and <br />incorporates the City's application to the U.S. Department of Housing and Urban Development (HUD) <br />for FY 2018 CDBG, ESG, and HOME funds and all amendments thereto and all understandings and <br />assurances contained therein, <br />WHEREAS, the Secretary of HUD is authorized by various federal acts to make grants to units <br />of general local government to finance community development programs; and <br />WHEREAS, HUD requires units of general local government to incorporate the Comprehensive <br />Housing Affordability Strategy into a Consolidated Plan; and <br />WHEREAS, the City is annually required, with the participation and approval of its Citizens <br />Advisory Committee (CAC), to submit a One -Year Action Plan associated with its current FY 2015 -FY <br />2019 Consolidated Plan which serves as both a planning document and the city's formal application for <br />FY 2018 CDBG, ESG, and HOME funding from HUD and includes Lakewood's community <br />development objectives, a description of activities to be undertaken, a budget, and certifications in the <br />form of assurances; and <br />WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the City of Lakewood, <br />this Council by a vote of at least two thirds of its members determines that this resolution is an <br />emergency measure and that it shall take effect immediately, and that it is necessary for the immediate <br />preservation of the public property, health, and safety and to provide for the usual daily operation of <br />municipal departments, in that it is necessary in order to meet the annual HUD application deadline for <br />federal funds; now, therefore, <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. The Mayor is hereby authorized and directed to submit to HUD Lakewood's FY <br />2018 One -Year Action Plan of the FY 2015 -FY 2019 Consolidated Plan, as reviewed and approved by <br />the CAC, which serves as the City's FY 2018 application for federal CDBG, ESG, and HOME funds as <br />indicated in Exhibit A, and all amendments thereto and all understandings and assurances contained <br />therein. <br />Section 2. The FY 2018 One -Year Action Plan of the Consolidated Plan, as reviewed and <br />approved by the CAC, will reflect a multi -year certification for the expenditure of CDBG funds for FY <br />2016, FY 2017 and FY 2018. <br />
