RESOLUTIONNO. 8969 -17 BY: Anderson, Bullock, Litten, Marx, Nowlin, <br />O'Leary, O'Malley. <br />A RESOLUTION to take effect immediately provided it received the affirmative vote of <br />at least two thirds of the members of Council, or otherwise to take effect and be in force after the <br />earliest period allowed by law, authorizing the Mayor (Director of Public Safety), to enter into an <br />agreement to accept a grant from the Ohio Department of Public Safety, Office of Criminal Jus- <br />tice Services, Ohio Community- Police Relations Grant Program for Lakewood's Keep Our Parks <br />Safe (KOPS) in the amount of $29,976.30 and requiring a match by the City of Lakewood in the <br />amount of $9,992.10. <br />WHEREAS, the Ohio Department of Public Safety has identified Lakewood Police De- <br />partment as a jurisdiction eligible for funding under this grant; and <br />WHEREAS, the funding to provide additional officer presence in the parks, enhanced <br />visibility, response to quality of life complaints, and to be a proactive presence with our youth <br />and other park visitors; and <br />WHEREAS, these funds will be used to staff special assignment cars and patrolling <br />Lakewood's parks from April through September; and <br />WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the City of <br />Lakewood, this Council by a vote of at least two thirds of its members determines that this reso- <br />lution is an emergency measure and that it shall take effect immediately, and that it is necessary <br />for the immediate preservation of the public property, health, and safety and to provide for the <br />usual daily operation of municipal departments, in that it is necessary to fund additional officers <br />for public safety services in the City of Lakewood; now, therefore, <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. The Mayor (Director of Public Safety), is hereby authorized to enter into an <br />agreement to accept a grant from the Ohio Department of Public Safety, Office of Criminal Jus- <br />tice Services, Ohio Community- Police Relations Grant Program for Lakewood's Keep Our Parks <br />Safe (KOPS) in the amount of $29,976.30 and requiring a match by the City of Lakewood in the <br />amount of $9,992.10. <br />Section 2. It is found and determined that all formal actions of this Council concerning <br />and relating to the passage of this Resolution were adopted in an open meeting of this Council, <br />and that all such deliberation of the Council and any of its committees that resulted in such for- <br />mal action were in meetings open to the public and in compliance with all legal requirements. <br />Section 3. This resolution is hereby declared to be an emergency measure necessary for <br />the immediate preservation of the public peace, property, health, safety and welfare in the City <br />and for the usual daily operation of the City for the reasons set forth and defined in the preamble <br />
