RESOLUTIONNO. 8974 -18 BY:Anderson, Bullock, George, Litten, <br />O'Leary, O'Malley, Rader. <br />A RESOLUTION to take effect immediately provided it receives the vote of at least two <br />thirds members of Council, or otherwise to take effect at the earliest period allowed by law, au- <br />thorizing the City of Lakewood to execute and file application request with the State of Ohio for <br />$500,000 of financial assistance through the Capital Budget to be used for the revitalization of <br />Wagar Park. <br />WHEREAS, the State of Ohio, through the Capital Budget, administers financial assis- <br />tance for public projects on a biennial basis; and <br />WHEREAS, the City of Lakewood desires financial assistance the State of Ohio's Capi- <br />tal Budget funds to help fund the revitalization plan at Wagar Park as depicted in the 80% design <br />drawings, better utilizing the 1.5 acres of park space for all ages and adding approximately <br />10,000 square feet with the closure of Rosewood Avenue; and <br />WHEREAS, the City of Lakewood has done extensive planning for this project including <br />the 2015 Park System Strategic Plan Update, several public meetings, opportunity to vote on pre- <br />ferred park concepts, online surveys, and the Rosewood Street Closure Pilot; and <br />WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the City of <br />Lakewood, this Council by a vote of at least two thirds of its members determines that this <br />resolution is an emergency measure and that it shall take effect immediately, and that it is <br />necessary for the immediate preservation of the public property, health, and safety and to <br />provide for the usual daily operation of municipal departments in that applications for the <br />State of Ohio's Capital Budget are to be submitted no later than January 3, 2018; now, therefore, <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. The Council of the City of Lakewood hereby approves and supports filing an <br />application for funding through the State of Ohio's Capital Budget. <br />Section 2. The Mayor, the Director of Public Works, Director of Law and the Director of <br />Finance for the City of Lakewood are hereby authorized to enter into any agreements as may be <br />necessary and appropriate for obtaining this financial assistance. <br />Section 3. This resolution is hereby declared to be an emergency measure necessary for <br />the immediate preservation of the public peace, property, health, safety and welfare in the City <br />and for the usual daily operation of the City for the reasons set forth and defined in the preamble <br />to this resolution, and provided it receives the affirmative vote of at least two thirds members of <br />Council this resolution shall take effect and be in force immediately upon its adoption by the <br />Council and approval by the Mayor, or otherwise it shall take effect and be in force after the ear- <br />
