Please substitute for the original. <br />RESOLUTIONNO. 8987 -18 BY:Anderson, Bullock, George, Litten, <br />O'Leary, O'Malley, Rader. <br />A RESOLUTION to take effect immediately provided it receives the vote of at least two <br />thirds members of Council, or otherwise to take effect at the earliest period allowed by law, es- <br />tablishing the Resiliency Task Force for purposeful planning and advising the administration on <br />matters including but not limited to the local effects of climate change, globalization, popula- <br />tion growth, overconsumption, housing insecurity, rising healthcare costs in the City of Lake- <br />wood, all in view of the goals set forth in the Community Vision. <br />WHEREAS, focused resiliency planning will influence the quality of life of citizens and <br />effect the design, operation and governance of the city; and <br />WHEREAS, focused resiliency planning will allow Lakewood to endure, adapt, and <br />thrive in a future no matter what kinds of chronic stresses or acute shocks it experiences; and <br />WHEREAS, focused resiliency planning will identify scalable solutions for Lakewood <br />to continue fostering vibrant and thriving neighborhoods; and <br />WHEREAS, a task force therefore should be created to begin the process of focused re- <br />siliency planning, all in view of the Community Vision's goals; and <br />WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the City of <br />Lakewood, this Council by a vote of at least two thirds of its members determines that this reso- <br />lution is an emergency measure and that it shall take effect immediately, and that it is necessary <br />for the immediate preservation of the public property, health, and safety and to provide for the <br />usual daily operation of municipal departments in that the City wishes to engage a task force <br />immediately for the purposes stated above; now, therefore, <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. The Resiliency Task Force is hereby created for the for purposeful planning <br />and advising the administration on matters including but not limited to the local effects of cli- <br />mate change, globalization, population growth, overconsumption, housing insecurity, rising <br />healthcare costs in the City of Lakewood, all in view of the goals set forth in the Community <br />Vision. <br />Section 2. The Resiliency Task Force shall be composed of thirteen members, seven of <br />whom shall be appointed by individual Councilmembers, and six of whom shall be appointed <br />by the Mayor. The appointees shall have no formal term and may select a chairperson from <br />among them. Council may appoint a representative from among councilmembers to attend task <br />force meetings as a non - voting member, and in that event Council's representative shall report <br />to Council following each public meeting of the task force. The Mayor or any designee of his <br />or her choosing shall serve as a non - voting member. The administration shall appoint a staff <br />
