RESOLUTIONNO. 8994 -18 BY: Anderson, Bullock, George, Littenf, <br />O'Leary, O'Malley, Rader. <br />A RESOLUTION to take effect immediately provided it receives the vote of at least two <br />thirds of the members of Council, or otherwise to take effect at the earliest period allowed by <br />law, joining the Lakewood City School District Board of Education in supporting school safety <br />and reducing violence in schools. <br />WHEREAS, school violence has become an epidemic in the United States of America; <br />WHEREAS, the children and school employees of our nation have the right to attend <br />school without fear of death or injury, and their families have the right to send them to school <br />without the same fear; <br />WHEREAS, there is a mutual responsibility of all citizens to address this problem, and <br />the responsibility for preventing violent incidents cannot be relegated to school districts alone; <br />WHEREAS, multiple studies have shown that the majority of Americans expect action <br />to eliminate violence in our schools; <br />WHEREAS, school board members, administrators, employees and community mem- <br />bers should work together with lawmakers, legal counsel, law enforcement and security experts <br />to determine how best to ensure student safety in their district; and <br />WHEREAS, the Lakewood City School District Board of Education is undertaking ef- <br />forts to achieve the goals identified in Section 1 of this resolution; <br />WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the City of <br />Lakewood, this Council by a vote of at least two thirds of its members determines that this reso- <br />lution is an emergency measure and that it shall take effect immediately, and that it is necessary <br />for the immediate preservation of the public property, health, and safety and to provide for the <br />usual daily operation of municipal departments in that the City wishes to express its support to <br />the Lakewood City Schools immediately for the goals identified in Section 1; now, therefore, <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. The City of Lakewood hereby strongly supports the Lakewood City School <br />District Board of Education in its efforts to convince the President of the United States, the <br />Governor of the State of Ohio, the United States Congress, and the Ohio General Assembly to <br />prioritize the protection of students and school employees by enacting legislation with adequate <br />funding for the following: <br />■ Enhanced mental health services and substance abuse treatment so that all <br />individuals, including children, have sufficient access to these services. <br />
