Referred to Public Works 11/5/18 <br />Anderson, Bullock, George, Litten, <br />O'Leary, O'Malley, Rader <br />RESOLUTION NO. 9040 -18 BY: <br />A RESOLUTION to take effect immediately provided it receives the affirmative vote of <br />at least two thirds of the members of council, or otherwise to take effect at the earliest period <br />allowed by law, expressing the City's approval and support for the development of US Bicycle <br />Route 30 and State Bicycle Route 71, and requesting that the appropriate officials see to it that <br />the route is officially designated by American Association of State Highway and Transportation <br />Officials (AASHTO). <br />WHEREAS, bicycle tourism is a growing industry in North America, contributing $47 <br />billion a year to the economies of communities that provide facilities for such tourists; and <br />WHEREAS, the American Association of State Highway and Transportation Officials <br />(AASHTO) has designated a series of corridors crossing Ohio to be developed as various US <br />Bicycle Routes; and <br />WHEREAS, the Ohio Department of Transportation has designated a series of corridors <br />crossing Ohio to be developed as various State Bicycle Routes; and <br />WHEREAS, the Ohio Department of Transportation is supportive of AASHTO <br />designated bicycle routes through Ohio, subject to ongoing collaboration with affected <br />jurisdictions to inventory, analyze, and designate specific facilities the routes will traverse, and <br />WHEREAS, the City of Lakewood and the Adventure Cycling Association, with the <br />cooperation of the Ohio Department of Transportation and other stakeholders, have proposed <br />specific routes to be designated as US Bicycle Route 30 and State Bicycle Route 71, a map of <br />which is herein incorporated into this resolution by reference, and <br />WHEREAS, we have investigated the proposed route and found it to be a suitable route, <br />and desire that the route be designated so that it can be mapped and signed, thereby promoting <br />bicycle tourism in our area; and <br />WHEREAS, we acknowledge the route may change over time because new facilities are <br />being constructed that are more suitable for bicyclists; and <br />WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the city of <br />Lakewood, this Council by a vote of at least two thirds of its members determines that this <br />resolution is an emergency measure and that it shall take effect immediately, and that it is <br />necessary for the immediate preservation of the public peace, property, health and safety, and to <br />provide for the usual daily operation of municipal departments in that the Planning Department <br />must submit a formal support of its application prior to proposal review; now, therefore, <br />
