Cuyahoga County Solid Waste Management Plan Update (December 2018) Chapter 5: Waste Reduction <br />and Recycling <br />AL Solid Waste Management District's Priorities <br />In order to determine its solid waste management priorities for the planning period, the District hired <br />consultants to complete Appendix H which was a comprehensive analysis of the District's existing <br />recycling infrastructure and all of its programs and services. The analysis covered fourteen topics and <br />identified strengths, challenges and opportunities for each. <br />The analysis revealed that the District has a well-established and mature recycling infrastructure thatis <br />already serving the county well. This features county-wide curbside recycling and multiple drop-off <br />opportunities, a robust network of recycling and reuse facilities, long standing and well utilized District <br />programs for special wastes and model recycling education and outreach programs. Detailed findings <br />can be found in Appendix H. <br />With this in mind, the District"s priority for the planning period is to build on this recycling framework. <br />The programs andservicestobeimpkementedbytheDisthc and/or available in the planning period are <br />designed to improve efficiency, maximize staff resources, increase landfill diversion, address <br />infrastructure gaps and reduce costs. They are organized into the following program areas and <br />presented in this chapter. Program Descriptions <br />The descriptions that follow summarize the programs and services the District will offer during the <br />planning period or that will be available during the planning period if offered by other service providers. <br />1. Residential Recycling Programs <br />Curbside Re <br />Curbside Recycling Services <br />Curbside recycling will continue to be offered by communities during the planning period and <br />provide collection of cans, cartons, glass, paper and cardboard, and plastic containers. Curbside <br />recycling is now available to residents in all but one community. The District plans to work with the <br />remaining community to encourage the implementation of a program. See Table 5-3 at the <br />conclusion of this chapter for a list ofprograms. <br />Curbside Recycling Technical Assistance and Contracting Services <br />The District will continue to provide communities with technical assistance to help with contracting <br />for solid waste and recycling services and to implement best practices for collection. The District has <br />helped many communities contract for curbside recycling and switch to cart-based collection which <br />has increased recycling and reduced costs.
