In accordance with our charter, legislation passed by a majority <br />of City council that remains unsigned by the mayor becomes effective 10 days after passage. <br />My reason for not signing is this issue has no bearing on the responsibilities of municipal government. City Council <br />as a body has a right to express their views and beliefs, for whatever reason, on any matter. They have done so with <br />this resolution. Each body is entitled to its own political voice in its own time and way. <br />I have a similar right to express my views. Whether or not I agree or disagree with the resolution's intent is not the <br />point. I do not believe this is the best manner for me to express my views on this issue, nor do I profess to speak on <br />behalf of our citizens on this issue. <br />Respectfully, <br />X <br />Michael P.
