be interested in reappointment. However, without being able to know that for certain, <br />Committee of the Whole recommended that we defer Resolution 8981 -18. <br />Finally, Resolution 8987 -18 — our discussion of this spans several Committee of the Whole <br />meetings including those listed in my other reports of February 5th and February 261h <br />However, we continue that discussion this evening. We did move forward with the change <br />that was made earlier to increase the number. So now we have seven members appointed by <br />Council and six members appointed by the administration. Councilmember Bullock offered <br />an amendment regarding subject matter experts. After discussion, that amendment was <br />further amended and then subsequently recommended for adoption. So, Committee of the <br />Whole concluded this evening by recommending adoption of Resolution 8987 -18 as <br />amended. That amendment includes a reference to subject matter experts but does not define <br />a specific number of them or method for appointment at this time. <br />With respect to the February 26th meeting of Committee of the Whole, I will not attempt to <br />recount in their entirety the discussions with respect to the City's dog ordinance and related <br />animal safety and welfare ordinances. However, we did have a very thorough discussion of <br />those issues. Present were representatives from the Animal Safety and Welfare Advisory <br />Board as well as the Cleveland APL. We also had Officer Hearn, one of Lakewood's animal <br />control officers as well as members of the administration present. We had discussion on a <br />number of points related to those ordinances, including discussions related to tethering as <br />well as scale -able penalties and other issues. We will continue those discussions at our next <br />scheduled Committee of the Whole meeting which is a week from tonight, Marchl2th. It was <br />also requested that Councilmembers, who, in the interim have changes that they are going to <br />be proposing or would like to see, email those to our Law Director, Assistant Law Director, <br />myself, or Mary Hagan. <br />With respect to our Committee of the Whole meeting on February 5th 2018,1 will move to <br />defer that report this evening but I move to receive and file the oral reports given tonight on <br />the February 26th and March 5th meetings. <br />Motion by Mr. O'Leary, seconded by Mr. Anderson to receive and file the oral reports given <br />tonight on the February 26th and March 51h meetings and to defer the February 5th report. <br />Motion adopted. RESOLUTION NO. 8980 -18 - A RESOLUTION to take effect immediately <br />provided it receives the affirmative vote of at least two thirds of the members of <br />Council, or otherwise to take effect and be in force after the earliest period allowed by <br />law, appointing (first appointee) to the Community <br />Reinvestment Area Housing Council for the three year term beginning January 1, <br />2018 and ending December 31, 2020.
