On the motion: All members voting yea. Motion passed. <br />9. SUBSTITUTE ORDINANCE NO. 18 -18 — AN ORDINANCE to take effect <br />immediately provided it receives the affirmative vote of at least two thirds of the <br />members of Council, or otherwise to take effect and be in force after the earliest period <br />allowed by law, amending Section 1306.43, Housing and Vacant Property License, and <br />Section 1306.44, License Application Form and Fee, of the Codified Ordinances of the <br />City of Lakewood in order to update the code with respect to the regulation of <br />condominium associations and unit owners in the City. (REFERRED TO THE <br />HOUSING COMMITTEE 2/5/18; SECOND READING 2/20/18; DEFERRED 6/18/18, <br />7/2/18, 9/17/18) (pg. 25) <br />Motion by Mr. O'Leary, seconded by Mr. Anderson to substitute Ordinance 18 -18 <br />Discussion: Mr. O'Malley expressed appreciation for Councilmember Anderson's leadership <br />and for all who participated. He remarked that treating rental condominiums the same as all <br />rentals protects tenants. <br />In response to a prompt by a Councilmember, Fire Chief Gilman clarified the reasons why he <br />was originally opposed to portions of the ordinance that have since been resolved. The <br />Committee decided not to amend a portion of the ordinance, as originally proposed, which <br />would have eliminated the requirement for paper copies of housing licenses to be displayed. <br />On the motion: Yeas: Anderson, Bullock, George, Litten, O'Leary, O'Malley, Rader <br />Nays: none <br />Motion passed. Ordinance 18 -18 substituted. <br />Motion by Mr. O'Leary, seconded by Mr. Anderson to adopt Ordinance 18 -18 as substituted. <br />On the motion: Yeas: Anderson, Bullock, George, Litten, O'Leary, O'Malley, Rader <br />Nays: none <br />Motion passed. Ordinance 18 -18 adopted as substituted. <br />10. ORDINANCE NO. 41 -I8 - AN ORDINANCE amending Chapter 516, Discrimination <br />Prohibited, of the Codified Ordinances of the City of Lakewood to prohibit any <br />psychiatric treatment, including conversion therapy, which purpose is an attempt to <br />change an individual's sexual orientation. (PLACED ON 1sT READING AND <br />REFERRED TO HEALTH & HUMAN SERVICES 9/17/18) (pg. 34) <br />Motion by Mr. O'Leary, seconded by Mr. Anderson to defer Ordinance 41 -18. <br />
