(Referred to <br />COW 11/5/18) (pg.5) <br />Motion by Council President O'Leary, seconded by Mr. Anderson to defer Resolution 9034- <br />18. <br />All members voting yea. Motion passed. Resolution 9034 -18 deferred. <br />6. Committee of the Whole report regarding meeting held 12/1/18 (To be provided) <br />It was clarified that the report is intended to be from the 12/3/18 Committee of the 'Whole <br />meeting. <br />Motion by Council President O'Leary, seconded by Mr. Anderson to defer. <br />All members voting yea. Motion passed. <br />7. Finance Committee report regarding meetings held 11/26/18, 12/1/18 & 12/3/18 (to be <br />provided) <br />Finance Committee has met three times. We are in the throes of our budget hearing process. <br />Council is considering the 2019 budget currently. We met on 11/26 for a presentation on <br />water and sewer rates as well as capital improvements to that infrastructure. We were joined <br />by Lou McMahon from McMahon DeGulis who has been advising us on those matters from <br />a legal standpoint, as well as Joe Crea from Raftelis, who has been advising us on the <br />financial implications of our water and sewer rates. It was a very informative presentation <br />that is available in video. <br />We met this past Saturday December 1St to discuss department budgets including Law, the <br />Mayor's Office, HR, Human Services, Planning & Development, and Building & Housing. <br />The Planning discussion included a discussion on Resolution 9041 -18 which is the grant <br />application for Wagar Park improvements. The Finance Committee voted unanimously to <br />recommend passage of that on second reading this evening. The Human Resources <br />discussion also involved discussion of worker's comp and insurance and the salary <br />ordinance. We also had a discussion related to the one -year action plan of our Community <br />Development Block Grant and Emergency Solution Grant funding from the Federal <br />government. For that, we were joined by the Co- chairs of the Citizens Advisory Committee. <br />Finally, this evening we met to discuss the Court budget as well as the budgets for the Fire <br />and Police Departments. That is the manner in which so far we have been considering the <br />following great many ordinances. <br />
