that ODOT is intending to add to its network and will run through all of Cuyahoga County <br />and through most of Lakewood. Their designations are that they will run across the Detroit <br />bridge and head up Riverside (West Clifton) and then cut down over to Lake. Councilman <br />Bullock brought up that it was a more direct route to cut across the Clifton bridge. The <br />committee decided to recommend the resolution for adoption and send a letter to ODOT that <br />would encourage them to give reasoning behind why they would go over the Detroit bridge <br />instead of the Clifton bridge. The Public Works Committee will recommend for adoption <br />Resolution 9040-18 and then upon hearing from ODOT will give a further update on the <br />reasons for the current route design and things that Council can do to cause for the route to <br />make a continuous flow across the Clifton bridge and down Clifton and up to Lake. <br />Motion by Mr. Rader, seconded by President O'Leary to receive and file the communication. <br />Council President O'Leary asked to clarify whether the Clifton bridge is the Clifton bridge <br />on the Lakewood side and it being called the Lake Road bridge on the Rocky River side, <br />which was confirmed by Councilman Rader. <br />Motion passed. All members voting yea. <br />5. RESOLUTION 9040-18 - A RESOLUTION to take effect immediately provided it <br />receives the affirmative vote of at least two thirds of the members of council, or <br />otherwise to take effect at the earliest period allowed by law, expressing the City's <br />approval and support for the development of US Bicycle Route 30 and State Bicycle <br />Route 71, and requesting that the appropriate officials see to it that the route is officially <br />designated by American Association of State Highway and Transportation Officials <br />(AASHTO). (Referred to Public Works Committee 11/5/18) (pg. 5) <br />Motion by President O'Leary, seconded by Mr. Anderson to adopt Resolution 9040-18. <br />Discussion: Ms. George questioned the location of the proposed bike routes, noting safety <br />concerns about Lake Ave. and suggested Clifton as an alternative. <br />Mr. Rader relayed some of the discussion that was had in Public Works Committee on this <br />topic. He noted that an ODOT engineer attended the meeting and stated that the route could <br />be altered in the future as circumstances change. He expressed confidence that ODOT would <br />work with the City to change the route to the City's specifications at a later date. <br />Mr. Anderson noted that ODOT's main criteria were safety and linkages to other routes and <br />that this was deemed the best route to meet those criteria. He shared his personal thoughts as <br />a cyclist. <br />President O'Leary noted that Lake Ave. is wider than other striped bike routes and that <br />Clifton poses challenges. He spoke about the City's longstanding efforts to enhance cycling <br />infrastructure and promote cycling. <br />
