Motion by President O'Leary, seconded by Mr. Anderson to receive and file that report. <br />Discussion: Councilman Bullock stated that the annual review of debt management and <br />financial management continues to be a strong point for the city. He complimented the city's <br />finance team and the city's investment bank on their ability to work together well and that the <br />taxpayers have benefitted from this to the tune of hundreds of thousands of dollars. <br />Councilman O'Malley noted that Moody's investor service is going to be evaluating the <br />city's credit worthiness next month. He anticipates that the city will be able to maintain a <br />strong credit rating. <br />Councilman Anderson requested that the presentation made by Key Bank Capital Partners be <br />made available to the public online. Council President O'Leary granted that request. <br />On the motion: All members voted in favor. Motion passed. <br />Motion by President O'Leary, seconded by Mr. Anderson to suspend the rules to collectively <br />read docket items #7 through # 15. <br />Roll Call: <br />Yeas: Anderson, Bullock, George, Litten, O'Leary, O'Malley, Rader <br />Nays: None <br />Motion passed. ORDINANCE 65-18 — AN ORDINANCE authorizing the issuance of not to exceed <br />$18,000,000 of bonds for the purpose of currently refunding notes issued for the purpose <br />of (i) designing, permitting, engineering and constructing sewer improvements, together <br />with all necessary appurtenances thereto, (ii) designing, engineering and constructing <br />water improvements, together with all necessary appurtenances thereto, (iii) improving <br />parks within the city, including Kids Cove playground and Kaufmann park, together with <br />all necessary appurtenances thereto, (iv) improving sidewalks within the city (v) <br />designing, engineering, and constructing improvements and installing a retaining wall on <br />the northerly property line of the Winton cliff to stabilize the exposed shale bluff, (vi) <br />improving Lake Avenue and Maple Cliff Drive and other streets located within the city, <br />between certain termini, by resurfacing and replacing concrete, together with all <br />necessary appurtenances thereto, (vii) designing, engineering and constructing drainage <br />improvements, together with all necessary appurtenances thereto, (viii) improving <br />Andrews Avenue, Athens Avenue, Chesterland Avenue, Concord Drive, Delaware <br />Avenue, Erie Cliff Drive, Hall Avenue, Lake Point Drive, Leedale Avenue, Leonard <br />Avenue, Mars Avenue, McKinley Avenue, Northwood Avenue, Richland Avenue, Shaw <br />Avenue and West 117th Street, and other streets located within the city, between certain <br />
