Motion by Councilmember Rader, seconded by President O'Leary to receive and file the <br /> report. <br /> 3. RESOLUTION 9068-19 -A RESOLUTION establishing a program on certain streets in <br /> Lakewood to enable the City to plant street trees on front lawns of private properties, <br /> contingent upon a signed contract with the property owner. (Placed on 1st reading and <br /> referred to Public Works 4/15/19) (pg. 19) <br /> Motion by President O'Leary, seconded by Vice President Anderson to adopt Resolution <br /> 9068-19. <br /> Councilman Bullock complimented the legislation and expressed his support for it. <br /> Councilman Rader expressed his thanks to Councilmembers Bullock and George for raising <br /> the issue and sponsoring the legislation. <br /> All members voting yea. Motion passed. Resolution 9068-19 adopted. <br /> 4. ORDINANCE 50-18A AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force at the earliest period allowed by law, amending <br /> Ordinance 50-18 adopted December 17, 2018, authorizing the Mayor(Director of Public <br /> Safety), the Director of Public Works, the Director of Law, the Director of Finance, <br /> and/or the Purchasing Manager to enter into contracts for professional services, and to <br /> advertise for bids and enter into contracts for the purchase of repair maintenance and <br /> operating supplies, services and equipment as authorized by the 2019 Appropriation <br /> Ordinance and the Administrative Code of the City of Lakewood with the lowest and best <br /> bidder or bidders or as otherwise provided by law. Councilman O'Malley noted that there is a Finance Committee meeting scheduled for <br /> May 20th to consider this piece of legislation. President O'Leary added that this piece of <br /> legislation is on 2nd reading this evening. <br /> All members voting yea. Motion passed. Ordinance 50-18A deferred. <br /> 5. Public Safety Committee report regarding meeting held May 6, 2019. (to be provided) <br /> Councilman Bullock stated that the Public Safety Committee met this evening to consider 3 <br /> ordinances and 1 discussion item regarding traffic calming efforts. He added that there is an <br />
