We were talking about a task force but instead will look to the administration for some <br /> guidance on best paths forward to address this issue. <br /> Motion by Councilmember Litten, seconded by President O'Leary to receive and file the oral <br /> report. <br /> Discussion: Councilmember Rader expressed feeling encouraged by the administration and <br /> Board of Health responses to the problem. <br /> Mayor Summers committed to returning to Council in September with some ideas to pursue <br /> on this topic. <br /> All members voting yea. Motion passed. <br /> 4. RESOLUTION NO. 9066-19 - A RESOLUTION to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or otherwise <br /> to take effect and be in force after the earliest period allowed by law, authorizing the Mayor <br /> as the Director of Public Safety or his designee to enter into a Vehicle Lease Agreement <br /> with the Lakewood Foundation to lease a 2019 Starcraft,Allstar 13-2 Shuttle Bus for$1.00 <br /> annually to be used by the Department of Human Services. (Referred to HHS 4/1/19) (pg. <br /> 31) <br /> Motion by President O'Leary, seconded by Vice President Anderson to adopt Resolution <br /> 9066-19. <br /> All members voting yea. Motion passed. Resolution 9066-19 adopted. <br /> 5. Finance Committee report regarding meeting held May 20, 2019. (to be provided) <br /> The Finance Committee met this evening&considered two ordinances,the first was Ordinance <br /> 50-18A to amend the contracting authority ordinance for professional services in two instances. <br /> First was to provide for additional management training. There is a very effective program that <br /> has been used by the HR Department and they are going to be expanding the number of folks <br /> who are going to be eligible for that program. That expands the contracting authority $205,000 <br /> for that item. The second was to authorize $250,000 for hazardous material abatement and site <br /> preparation for Cove Church. We talked about what that will entail. That number was arrived <br /> at based on numbers provided by a consultant. We will have a better idea of what work will <br /> remain once the City is authorized to access the property but this authorizes the City to take <br /> this first step on the Cove Church property. The Finance Committee unanimously <br /> recommended adoption of this. <br />
