MINUTES OF THE COMMITTEE OF THE WHOLE <br /> Auditorium <br /> June 3, 2019 <br /> Present: Councilmembers Anderson, Bullock, George, Litten, O'Leary & Rader <br /> Also Present: Mayor Summers, Planning Director Sylvester, City Planner Katelyn Milius, <br /> Human Services Director Gelsomino, Human Resources Director Yousefi, Law Director Butler, <br /> George Papandreas & Rustom Khouri of Carnegie Management&Development Corp., Greg <br /> Soltis and Ron Lloyd from RDL Architects, Deputy Clerk Lascu, Clerk Bach taking minutes <br /> Call to Order: 7:10 p.m. <br /> ORDINANCE 36-18—AN ORDINANCE to amend Section 1105.02 of the Zoning <br /> Code of the Codified Ordinances of the City of Lakewood by changing and revising <br /> the Zoning Map of the City with respect to certain property as set forth and described <br /> as 14519 Detroit Ave, 14501 Detroit Ave, and 1415 Marlowe Avenue (PPNs 314-07- <br /> 007 to-014; 314-07-033 to -039; and 314-07-145)from C2 (Commercial,Retail) and <br /> PPN 314-07-017 from R1H(Single Family,High Density) to PD (Planned <br /> Development) (REFERRED TO COW/PLANNING COMMISSION/ABR 7/16/18; 2°a <br /> reading 9/4/18) <br /> President O'Leary called the meeting to order and remarked that One Lakewood Place was <br /> introduced to Council in 2018 and that it is time to revisit it now that Planning Commission & <br /> ABR have unanimously approved it. <br /> Director Sylvester expressed excitement to be back in front of Council regarding this project <br /> after a nearly one year of work on this proposal. He noted that the full Planning Commission and <br /> ABR submissions have been shared with Councilmembers via a Dropbox folder. He articulated <br /> that the administration is requesting that Council re-zone the site to allow for the planned <br /> development as approved. He distributed packets of material (attached) highlighting the process <br /> and its evolution. He encouraged Council to review the contents of the packets and to reach out <br /> with any questions. <br /> Director Sylvester highlighted the schedule of meetings and set a goal of receiving a favorable <br /> recommendation at the June 101h Committee of the Whole. <br /> Greg Soltis from RDL Architects walked through a comprehensive visual presentation of the <br /> approved plans to Council. Highlights of the design include: <br /> • The design is inspired by the existing form and space of the hospital footprint. <br /> • Public plaza is intended to fill the City's need for a"great urban space." <br /> • The space is designed to enhance walkability, navigation, and social interaction. <br /> • Density of apartment was increased toward the center of the site, allowing for the housing <br /> adjacent to the existing neighborhood to blend easier. <br /> • ADA accessibility is seamlessly incorporated into public plaza design. <br /> • Service entries are intentionally minimized and hidden from neighbors. <br /> 1 <br />
