It's important that the City request the correct <br /> amount of revenue that it needs because the county could technically take revenue generated <br /> by Lakewood and give it to another community if excess remains. However, this occurrence <br /> is very rare. It was also noted that the millage rate assigned for the Police and Fire pension <br /> funds are set by charter and do not require a vote in order to be raised. This rate will not change <br /> however due to increases in property valuation. <br /> The committee also spent time reviewing the Council Budget Priority Process. The deadline <br /> for Council form submission is September 3rd, which will give the body a month to consider <br /> items presented and compose a formal resolution adopting them. The goal is to have that <br /> resolution passed by Council's first meeting in October, which will give the administration 6 <br /> weeks to bake it into the budget. The budget will be introduced in mid-November. This process <br /> may become more complicated however due to impending changes in the administration and <br /> Council. As in 2008, multiple budgets may be required as temporary measures in order to get <br /> a balanced budget passed by the March 30th deadline. Contract negotiations with bargaining <br /> units are also a factor affecting the budget process. <br /> The committee is looking to have a mid-year revenue report meeting with Finance staff on July <br /> 29th or 22nd. Updates on the scheduling of that meeting will follow. <br /> Motion by Councilman O'Malley, seconded by President O'Leary to receive and file the <br /> report. <br /> Discussion: Councilman Bullock inquired about the adjustment of millage amounts for the <br /> Police & Fire Pension Fund via ordinance. Director Pae confirmed that millage for that fund <br /> would be adjusted via ordinance. <br /> All members voted in favor. Motion passed. <br /> 5. RESOLTION 9076-19 -A RESOLUTION to take effect immediately provided it receives <br /> the affirmative vote of at least two thirds of the members of Council, or otherwise to take <br /> effect and be in force after the earliest period allowed by law, approving the Tax Budget <br /> of the City of Lakewood, State of Ohio for the year 2020,and authorizing the filing of same <br /> with the Cuyahoga County Fiscal Officer. (Referred to Finance Committee 6/3/19) <br /> Motion by President O'Leary, seconded by Vice President Anderson to adopt Resolution <br /> 9076-19. <br /> Councilman O'Malley noted that the Finance Committee voted to recommend adoption for <br /> the following three resolutions. <br /> All members voted in favor.
