responsible tree stewardship and the benefits of tree planting on private <br />property. <br />Section 162.02 Membership <br />The Tree Advisory & Education Board shall be composed of five volunteer <br />members, three of whom shall be appointed by Council and two of whom shall <br />be appointed by the Mayor. Special consideration will be given to applicants <br />with background and expertise in forestry. Additionally, the Director of Public <br />Works or his or her designee and shall serve as an ex officio non - voting <br />member. Council may appoint a non - voting ex officio member if it chooses. <br />Section 162.03 Terms <br />Members of the Tree Advisory & Education Board shall serve a term of three <br />years and receive no compensation for service. Initial appointment shall be <br />staggered so that two members' terms expire every three years. <br />Section 162.04 Bylaws and general rules of operation <br />The Tree Advisory & Education Board shall be empowered to adopt its own <br />bylaws and rules for operation consistent with this chapter including whether <br />or not to elect a Chairperson or other officers. <br />162.05 Public records; Reporting duties <br />The Tree Advisory & Education Board shall meet at least on a quarterly basis. <br />All meetings of the Tree Advisory & Education Board shall be open to the <br />public and a record of its business maintained by its members. The Tree <br />Advisory & Education Board is responsible for compliance with Chapter 109 <br />of the Lakewood Codified Ordinances. The Board is required to arrange an <br />annual meeting with City Council's Public Works Committee to discuss its <br />work. <br />SECTION 2. It is found and determined that all formal actions of this council concerning <br />and relating to the passage of this resolution were adopted in an open meeting of this Council, <br />and that all such deliberations of this Council and of any of its committee that resulted in such <br />formal action were in meetings open to the public in compliance with all legal requirements. <br />SECTION 3. This ordinance is hereby declared to be an emergency measure necessary <br />for the immediate preservation of the public peace, property, health, safety and welfare in the <br />City and for the usual daily operation of the City for the reasons set forth and defined in the <br />preamble to this ordinance, and provided it receives the affirmative vote of at least two thirds of <br />the members of Council, this ordinance shall take effect and be in force immediately upon its <br />adoption by the Council and approval by the Mayor, or otherwise it shall take effect and be in <br />force after the earliest period allowed by law. 1 � <br />Adopted: �I[c� iUf� <br />Approved: <br />f <br />
