2019 Council Budget Priority Submission Form <br />for consideration as part of the 2020 Budget <br />Finance Committee <br />Due date: Tuesday September 3rd 2019 <br />Title of Projector Policy Priority: Zero - Emissions Lakewood <br />Submitted by: Bullock, Rader <br />City Departments to be involved: Planning, Mayor, Council <br />Potential community partners: Ohio Environmental Council, Sierra Club, Citizen's Action <br />Which of the Community Vision focus areas does your priority address? Check all that apply: <br />1. Provide a brief narrative description of your idea: <br />It's time that Lakewood join other major cities in Ohio such as Cleveland, Columbus, Cincinnati and <br />Toledo in forming a plan that is aimed at carbon emission reduction. Further, our plan should a set <br />goal to go zero - emissions / carbon free for both the government itself and the city as a whole by a <br />date(s) which the plan supports. We are asking for the Lakewood Planning Department to take this <br />on and would welcome estimates of resources it would take to do this planning. <br />2. Briefly explain how this will benefit the community: <br />As a nation we are decades behind on addressing climate change. In the absence of leadership on <br />other levels of government and out of an obligation to the health and wellbeing of our residents, it is <br />our duty to do all that is within our power to stop contributing to the problem of climate change and <br />become a part of the solution. <br />3. Estimated expense (provide a range): <br />TBA - Will work with Planning and other outside firms to establish a cost and timeline. <br />4. If applicable, describe any past proposals or discussions that are related to this priority. <br />This proposal builds on Resolution 9082 -19 passed in July 2019, which supports this zero - emission vision. <br />Councilman Bullock's 2019 priority moved the city towards more renewable eclectic purchase for several buildings. <br />S. If applicable, describe any preliminary discussions you have had with colleagues, the administration <br />and /or your constituents about this priority. <br />Many discussions with state and local officials. Additionally, we have reached out to Kleinfelder, a <br />firm that works with cities to develop these kinds of plans, to get cost and timeline estimates. <br />Residents seem to want this as well. 008 <br />Commercial Development <br />Housing <br />Community Wellness <br />Safety <br />Mobility <br />Education & Culture <br />1.
