2019 Council Budget Priority Submission Form
for consideration as part of the 2020 Budget
Finance Committee
Due date: Tuesday September 3rd 2019
Title of Projector Policy Priority: Continuation and Expansion: Bike plan implementation — Infrastructure
Submitted by: Bullock
City Departments to be involved: Planning, Public Works
Potential community partners: BikeLakewood
Which of the Community Vision focus areas does your priority address? Check all that apply:
❑✓
Commercial Development
Housing
Community Wellness
❑✓
W1
El
Safety
Mobility
Education & Culture
El
1. Provide a brief narrative description of your idea:
Continue and expand our yearly activity to implement the City's Bicycle Masterplan. The City should obligate funds for 2020
(which may extend into future budget years) to for:
a. A comprehensive signage and wayfinding treatment across Lakewood: $100,000;
b. Budget expanded resources to align bike and scooter share investments, if /as they come, with enhanced and upgraded
bike infrastructure, including:
i. More lanes ($250,000)
ii. More bike parking ($100,000)
iii. An initial protected lane (up to $1 million - -a major accomplishment -- and necessary for safety)
2. Briefly explain how this will benefit the community:
To take the next step to expand safe ridership, Lakewood must continue building out our bikeway
network and improve its quality in signage and shared protection. This is especially important as
bike- and scooter -share programs could expand ridership.
3. Estimated expense (provide a range):
See above
4. If applicable, describe any past proposals or discussions that are related to this priority.
Bike Masterplan; annual investments since then.
5. If applicable, describe any preliminary discussions you have had with colleagues, the administration
and /or your constituents about this priority.
Planning plus informal conversation with several Council colleagues. The opportunity that could
emerge from bike- and scooter -share would be to align our infrastructure with those investments.
021
