Provide a brief narrative description of your idea: <br />New Proposal (major): Streetscape Investments and Development Matching Fund: Reserve or obligate a meaningful portion of the City's economic development reserves (one -time <br />money from estate tax receipts and /or the hospital transition) for use over a period of years to Improve our streetscape. This proposal consists of two components- - <br />a. The program could be analogous to Lakewood's <br />longstanding storefront program that has leveraged public dollars by providing a partial match for beautification. The streetscape matching fund provides upside to neighbors <br />impacted by developments: beautification, improved design, better walkinglbiking, etc. and would incentivize developers to adopt a high - quality site plan, landscape plan, and <br />streetscape design for their side of the property line. In effect, these funds would equip the City with additional leverage to negotiate good outcomes through our PC & ADR approval <br />Processes, <br />2. Briefly explain how this will benefit the community: <br />Rationale: creating financial capacity for steady, incremental, and opportunistic improvements to our streetscape <br />and positions our city to achieve "continuous improvement" for the pedestrian /shopper /neighbor experience <br />developers make investments year by year. All of these goals are at the core of Lakewood's Community Vision. In <br />addition, these investment would "pay themselves back" by spurring follow on investment and economic activity. <br />3. Estimated expense (provide a range): <br />Obligate $2 million over five years, with $250,000 to be used in 2020 (and matching funds as needed) <br />4. If applicable, describe any past proposals or discussions that are related to this priority. <br />This is a new proposal although builds on analysis and consensus developed around the 2007 Detroit Avenue Master <br />Plan and yearly work by the LakewoodAlive Design Committee, which is beautifying two intersections on Warren. <br />5.
