2019 Council Budget Priority Submission Form
for consideration as part of the 2020 Budget
Finance Committee
Due date: Tuesday September 3rd 2019
Title of Projector Policy Priority: City Center Park
Submitted by: Bullock, O'Leary
City Departments to be involved: Public Works
Potential community partners:
Which of the Community Vision focus areas does your priority address? Check all that apply:
1. Provide a brief narrative description of your idea:
Budget up to $1o0,000 for a design and planning process in 2020 for City Center Park so that is will be evaluated for a major
redesign and upgrade. (LakewoodAlive's Design Committee supports this concept.) Rationale: scarce park space in Lakewood
must be maximized by optimal design for multiple user groups; City Center Park currently isn't efficiently laid out, lacks lighting,
lacks areas for office workers to eat lunch, and doesn't maximize space for street festivals, off - street events, farmers markets,
and more. This space will become even more outdated as the public square at One Lakewood Place is built and opens for
use. ALSO: a park redesign could occasion installation of a new monumental, iconic public art mural on the wall currently
featuring the flag mural. Achieving and efficient use of space and a high quality design that serves multiple user groups would
"pay itself back" by enhancing value of nearby commercial businesses and improving the pedestrian experience for downtown
employees, shoppers, and residents. Cost in future years once a design is adopted could be $250,000 - $500,000.
2. Briefly explain how this will benefit the community:
See above.
3. Estimated expense (provide a range):
4. If applicable, describe any past proposals or discussions that are related to this priority.
5. If applicable, describe any preliminary discussions you have had with colleagues, the administration
and /or your constituents about this priority.
11x1::
Commercial Development
Housing
Community Wellness
11 Safety
F] Mobility
Z Education & Culture
1.
