Motion by President O'Leary, seconded by Vice President Anderson to receive and file the <br /> communication. <br /> All members in favor. Motion passed. <br /> 26. ORDINANCE 50-18B -AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force at the earliest period allowed by law, amending <br /> Ordinance 50-18A adopted May 20, 2019, authorizing the Mayor (Director of Public <br /> Safety), the Director of Public Works, the Director of Law, the Director of Finance, <br /> and/or the Purchasing Manager to enter into contracts for professional services, and to <br /> advertise for bids and enter into contracts for the purchase of repair maintenance and <br /> operating supplies, services and equipment as authorized by the 2019 Appropriation <br /> Ordinance and the Administrative Code of the City of Lakewood with the lowest and best <br /> bidder or bidders or as otherwise provided by law. (pg. 73) <br /> Motion by President O'Leary, seconded by Vice President Anderson to refer Ordinance 50- <br /> 18B to Finance Committee. <br /> All members in favor. Motion passed. Ordinance 50-18B referred to Finance Committee. <br /> 27. Communication from Director Sylvester regarding authority to sell real property located <br /> at 2117 Robin Ave. (pg. 80) <br /> Director Sylvester requested that Council pass Ordinance 27-19 on first reading tonight in <br /> order to get the property back on the market as soon as possible. President O'Leary noted <br /> that while it is unusual for Council to pass legislation on first reading, Council had already <br /> read another piece of legislation authorizing the sale of the property three times previous. <br /> Motion by President O'Leary, seconded by Vice President Anderson to receive and file the <br /> communication. <br /> Councilmembers expressed their familiarity with the property and expressed support for <br /> passage on first reading, due to the seasonal nature of the real estate industry. <br /> Public comment: Bill Fronomo, Lakewood resident, owns rental property on Lauderdale <br /> Ave. that is adjacent to a house that was sold through the city's affordable housing program. <br /> He noted that in the past that the city's program often led to a 4-5 year home rehab period. <br /> He proposed opening the home up for sale to the free market and not putting any affordable <br /> housing restrictions on the sale. <br />
