2. SUBSTITUTE RESOLUTION 9090-19 - A RESOLUTION to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force after the earliest period allowed by law, appointing Laura Balliett to the Tree Advisory & Education Board for a term beginning immediately and ending December 31, 2020. (Referred to COW 9116119) (pg. 2) Motion by President O'Leary, seconded by Vice President Anderson to adopt S. Resolution 9090-19. All members voted in favor. Motion passed. S. SUBSTITUTE RESOLUTION 9092-19 - A RESOLUTION to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force after the earliest period allowed by law, appointing Linda Grandstaff to the Tree Advisory & Education Board for a term beginning immediately and ending December 31, 2022. Discussion: In response to a Councilmember's comment, Mayor Summers affirmed that he had received the remaining applications and the recommendations of some Councilmembers.
