Anderson, Bullock, George, Litten, O'Leary, <br />RESOLUTION NO. 2019-02 BY: O'Malley, Rader <br />A RESOLUTION to take effect immediately provided it receives the affirmative <br />vote of at least two thirds of the members of Council, or otherwise to take effect and be in <br />force after the earliest period allowed by law, authorizing the Mayor or his designee to <br />enter into Healthy Urban Tree Canopy Grant Program Project Agreement with Cuyahoga <br />County to accept an award of $50,000 and requiring a 5% match. <br />WHEREAS, Cuyahoga County has created the Healthy Urban Tree Canopy Grant <br />Program in support of the Cuyahoga County Climate Change Action Plan in an effort to <br />grow and maintain a healthy urban tree canopy in Cuyahoga County; and <br />WHEREAS, Lakewood was awarded $50,000 on a reimbursement basis to support <br />Lakewood's efforts in maintaining and expanding its tree canopy; and <br />WHEREAS, approval of the acceptance of these funds will supplement <br />Lakewood's funds that are available for the 2020 tree planting season; and <br />WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the City <br />of Lakewood, this Council by a vote of at least two thirds of its members determines that <br />this resolution is an emergency measure and that it shall take effect immediately, and that <br />it is necessary for the immediate preservation of the public property, health, and safety and <br />to provide for the usual daily operation of municipal departments in that it is in the best <br />interest of the City to accept these funds to supplement its tree planting program; now, <br />therefore, <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. The Mayor or designee is hereby authorized to enter into Healthy Urban <br />Tree Canopy Grant Program Project Agreement with Cuyahoga County, in substantially <br />the same form attached as Exhibit "A," to accept an award of $50,000 and requiring a 5% <br />match. <br />Section 2. Lakewood certifies it will provide at least twenty percent (20 1/o) local <br />matching funds for capital or planning projects and fifty percent (50 %) local matching <br />funds or operating projects from sources other than federal Department of Transportation <br />funds. <br />Section 3. This resolution is hereby declared to be an emergency measure <br />necessary for the immediate preservation of the public peace, property, health, safety and <br />welfare in the City and for the usual daily operation of the City for the reasons set forth <br />and defined in the preamble to this resolution, and provided it receives the affirmative vote <br />
