<br />MINUTES OFTHE FINANCE COMMITTEE <br />November 25, 2019 <br />Auditorium <br />Present:Councilmembers O’Malley,George,Bullock <br />Also Present:Finance Director Pae, Mayor Summers, AssistantFinanceDirector Schuster,Budget <br />ManagerJessica Eddy,Councilmembers Rader& Litten, Human ServicesDirectorGelsomino, <br />Councilmembers – elect TessNeff& Jason Shachner, Planning & DevelopmentDirectorSylvester,City <br />Planner Katelyn Milius, Program ManagerMaryLeigh,Development Officer Dan Wyman, Citizens <br />AdvisoryCommitteeLeeSilvis,Lakewood Alive ExecutiveDirector Ian Andrews, Lakewood Alive <br />Internal Operations DirectorAllison Urbanek, and various members of thepublic <br />Call to Order:6:01 p.m. <br />Planning & DevelopmentDepartment <br />Bryce Sylvester, Director of Planning & Development <br />Director Sylvesterintroduced members ofthePlanning&DevelopmentDepartment and explained that <br />hewould like to use themajority of histime infront of the committeeasan opportunity to provide <br />project and departmental initiativeupdates. He noted that the economic developmentfundhasfunding <br />availableforanumberofCouncil’sbudgetpriorities.Thefirst topicreviewed was the city’sbike master <br />plan, ofwhich $75,000 has beeninvested in thus far.Theplanwill further expand with the installingof <br />bikelaneson Lake Ave., which will bestriped in the summerof2020.The department’s budgetsets <br />aside$50,000 for publicart, which will beimplemented through the department’s SpectacularVernacular <br />andArtin Parks programs. Wagar Park will receive some updatesas aresult ofthis funding. The <br />department has also set aside $100,000 for streetscapeimprovements, such as trees, benches, curb bump <br />outs, and continuedinvestments inthe city’s commercialcorridors.$25,000 has also been budgeted for <br />trafficcalmingprojects, such as speedtables that havebeen set up on Marlowe Ave. south of Franklin. <br />Thedepartmenthasrequestedan increase of$50,000 of fundingto Lakewood Alive forthesupportit <br />providesin housing outreach, city-wide smallbusinessdevelopment, and project supportforOne <br />Lakewood Place. Director Paenoted that Lakewood Hospital Fund dollars areusedto support these <br />projects, and not generalfundexpenditures.Director Sylvester stated that increased funding to Lakewood <br />Alive wouldhelp sustain services forcitywidebusinessretention, expand the toolbox for housingimpact, <br />and sustain/build uponcommunityevents. It wasalso noted thattheeconomic development fund can be <br />used to provide loans and grants that contributeto business attraction/retention and city-wide growth. <br />City PlannerMilius provided an overview of alist ofprojects that are ongoing: <br />Speed Tables- She notedtheongoingspeedtable project on Marlowe Ave. and stated that the Planning <br />&DevelopmentDepartmentwould like toexpand funding forsimilarprojectsin the futureafter <br />adequatelystudying the resultsfromthisyear.Thedepartmentislookingfor$30,000 in thebudget, <br />whichwould cover speed tables for two streets. A NOACA provision could expand to a projectto a third <br />street. <br />Bridge Updates- The city ispartnering with the MetroParks, Cuyahoga County, theCity of Rocky River <br />on reconfiguring traffic patterns on the Clifton Bridge.The Hilliard Road Bridge isscheduled tobe <br />reconstructed withinthe next couple of years. <br /> <br />
