that prior conversation, we debated whether or not to move forward with an ordinance, or if <br /> maybe the best route was to have a policy drafted rather than an ordinance. In discussion <br /> with the Law Department, we thought it best to move forward with a policy and to include in <br /> that policy that any changes would require Council approval. We are no longer pursuing the <br /> ordinance. Councilman Rader has a communication with an attached resolution making it <br /> clear that we wish to proceed with a policy. <br /> Motion by Councilmember George, seconded by President O'Leary to receive and file the <br /> communication. <br /> All members voted in favor. Motion passed. <br /> 2. Housing Committee report regarding meeting held December 2, 2019. (to be provided) <br /> Housing Committee Chair Anderson delivered the following oral report: <br /> The Housing Committee met this evening from 5:00 p.m. —6:00 p.m. Two items were on the <br /> agenda. One was the approval of the minutes from the November 11 t" meeting. Those <br /> minutes were approved. The second agenda item, Resolution 2019-08, which would allow for <br /> the City to identify and utilize and craft a Community Reinvestment Area to drive additional <br /> affordable housing strategies. For many years the City has had an affordable housing <br /> strategy. We reviewed this in Housing Committee a few times in 2019. The Community <br /> Reinvestment Area would add an additional tool that would most likely result in an increase <br /> of affordable housing options. Specifically, the three major developments that are anticipated <br /> in the coming years would bring close to 400 new apartment units. This Community <br /> Reinvestment Area would set aside 20%of those specifically for low-moderate income. This is <br /> a new tool, new to the region and makes the City more competitive in terms of identifying <br /> opportunities for development and attracting the right types of development into the City. <br /> The Housing Committee spent two hearings on this issue, there was a motion to recommend <br /> approval and that motion passed unanimously this evening. All members were present for <br /> both meetings. Councilmember Bullock was also quite active in the discussion and I appreciate <br /> the participation of all members of the committee. As the resolution comes up we can <br /> certainly have more conversation and feedback. <br /> Motion by Vice President Anderson, seconded by President O'Leary to receive and file that <br /> oral report. <br /> All members voted in favor. Motion passed. <br /> 3. RESOLUTION 2019-08 - A RESOLUTION to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or otherwise <br /> 2 <br />
