ORDINANCE 58-19 - AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force at the earliest period allowed by law, authorizing <br /> the Director of Finance to enter into Equipment Leases in forms approved by the Director <br /> of Law on behalf of the City of Lakewood("City"). (pg. 198) <br /> Motion by President O'Leary, seconded by Vice President Anderson to refer docket items <br /> 438 through 447 to Finance Committee. <br /> A roll call vote was taken as follows: <br /> Yeas: Anderson, Bullock, George, Litten, O'Leary, O'Malley, Rader <br /> Nays: none <br /> Motion passed. Ordinance 49-19 through 58-19 referred to Finance Committee. <br /> 48. Communication from Law Director Butler regarding 2020-2022 collective bargaining <br /> agreements —fire and paramedics. (pg. 202) <br /> Motion by President O'Leary, seconded by Vice President Anderson to receive & file the <br /> communication. <br /> Discussion: In response to a question from Councilmember O'Malley, Director Butler <br /> clarified that these agreements have been ratified by the union membership. He also <br /> explained the reason that the Fire Union's pattern of wage increases differs from that of the <br /> administrative employees and those being considered by other unions. Basically, the Fire <br /> union advocated for the change in order to benefit more senior employees preparing for <br /> retirement. <br /> Councilmember O'Malley stated his preference to act on these contracts tonight. <br /> Councilmember George sought legal counsel from Director Butler to find out if she ought to <br /> abstain from the vote as a previous employee at Medical Mutual and with family members <br /> working there. <br /> Director Butler stated no concerns about a conflict, stating that he can not see any way in <br /> which the Councilmember would benefit from voting on the agreement. He provided a status <br /> update on the other pending negotiations. He explained the rationale behind increasing the <br /> employee portion of health benefits and that unions are supportive of this. <br /> 20 <br />
