Referred to COW 11/4/19; Deferred 12/16/19 <br />Please substitute for the original <br />RESOLUTION NO. 2019-07 BY Bullock, Litten, Neff, O'Malley, Rader, Shachner <br />A RESOLUTION to take effect immediately provided it receives the affirmative vote <br />of at least two thirds of the members of Council, or otherwise to take effect and be in force <br />after the earliest period allowed by law, appointing _r'i Sfavr 124 Af _ as the ex- <br />officio, non -voting councilmember to the Lakewood Animal Safety and Welfare Advisory <br />Board, for a two year tern beginning January 1, 2020 and ending December 31, 2021. <br />WHEREAS, Council is obligated to appoint an ex-offrcio, non -voting member of <br />Council to the Lakewood Animal Safety and Welfare Advisory Board, in accordance with <br />Section 146.02 of the Lakewood Codified Ordinances; and <br />WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the City of <br />Lakewood, this Council by a vote of at least two thirds of its members determines that this <br />resolution is an emergency measure and that it shall take effect immediately, and that it is <br />necessary for the immediate preservation of the public property, health, and safety and to <br />provide for the usual daily operation of municipal departments, in that this position should be <br />filled immediately so as to ensure the Commission is at full capacity to perform its work by <br />January 1, 2020; now, therefore, <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. Council appoints `/ (1 5taLn /24d �__ as the ex-officio, non- <br />voting councilmernber to the Lakewood Animal Safety and Welfare Advisory Board, for a <br />two-year term beginning January 1, 2020 and ending December 31, 2021. <br />Section 2. It is found and determined that all formal actions of this Council <br />concerning and relating to the passage of this resolution were passed in open meetings of this <br />Council and that all deliberations of this Council and any of its committees that resulted in <br />such actions were in meetings open to the public and in compliance with legal requirements. <br />Section 3. This resolution is hereby declared to be an emergency measure necessary <br />for the immediate preservation of the public peace, property, health, safety and welfare in the <br />City and for the usual daily operation of the City for the reasons set forth and defined in the <br />preamble to this ordinance, and provided it receives the affirmative vote of at least two thirds <br />of the members of Council, this resolution shall take effect and be in force immediately upon <br />its adoption by the Council and approval by the Mayor, or otherwise it shall take effect and <br />be in force after the earliest period allowed by law. <br />Adopted: <br />7—DES4IDENT— <br />CLERK <br />Approved: 1.14.1 �,o'h <br />MAYOR <br />
