Motion passed. Ordinance 01-20 referred to <br /> Rules & Ordinances Committee. <br /> 23. Communication from Councilmember Rader regarding campaign finance legislation. (to <br /> be provided) <br /> Councilmember Rader delivered the following oral communication: <br /> Following this communication, I introduced campaign finance regulations about a year ago. <br /> What this law intends to do is to peg campaign finance contributions for local elected <br /> officials at the federal limits which currently stand at $2,800. I intend that we use the <br /> committee process to work out the details. Another thing it intends to do is to prohibit public <br /> employees who work for elected officials from donating to those elected officials and sets up <br /> a small tax credit for those who give to campaigns of$50 per cycle. This mirrors the state <br /> code. The state house races you can actually get a state tax credit for money given to these <br /> races. This is based on the ordinance passed in Columbus last year. A lot of this came out of <br /> that. If Council wishes, I recommend that this be sent to Finance Committee since it does <br /> contain a financial component. It will have a small impact on our budget. It will also be a <br /> working document. One of the biggest changes since it was last introduced is that it replaces <br /> references to an Ethics Commission with the Law Department or Board of Elections. There is <br /> still more work to be done but I would like that work to be done in the open, in committee. <br /> Motion by Mr. Rader, seconded by Mr. Litten to receive and file. <br /> All members voted in favor. ORDINANCE 02-2020 - AN ORDINANCE enacting new Chapter 507, Campaign Finance <br /> Regulations, of the Codified Ordinances of the City of Lakewood to help preserve the public trust <br /> and foster public confidence in city government and elections. (pg. 124) <br /> Motion by President O'Malley, seconded by Mr. Litten to refer Ordinance 02-2020 to the <br /> Finance Committee. <br /> Discussion: Mr. Rader noted that elected officials at other levels of government have limits <br /> on the amount of campaign donations they receive and that it makes sense for Lakewood to <br /> have limits as well. <br /> Councilmember Neff applauded the intention of the legislation but pointed out potential <br /> conflicts of interest by making the Law Director the enforcer of the campaign limits. <br /> 10 <br />
