32. RESOLUTION 2020-07 - A RESOLUTION approving of a public grounds <br /> encroachment permit pursuant to Section 901.18 of the Codified Ordinances in favor of <br /> Lakewood Public Library, in furtherance of the proposed site plan for the permittee's <br /> Madison Branch Library. (pg. 139) <br /> Motion by President O'Malley, seconded by Mr. Litten to refer Resolution 2020-07 to <br /> Committee of the Whole, ABR &Planning Commission. <br /> James Crawford, Director of LPL, Michael Artbauer President of the LPL Board, Judy <br /> Grzybowski, the LPL Madison Branch Manager & Will Costello the LPL Fiscal Officer <br /> delivered the attached presentation on the proposed project. <br /> Mr. Crawford provided background on the library buildings and their roles in community <br /> over the years. He discussed the library's proposed renovations at the Madison Branch which <br /> includes the addition of a circular driveway. The new access path would better link the <br /> library and Madison Park, as originally intended by the library founders. Execution of this <br /> plan is dependent on the City approving an easement on a portion of Madison Park. They are <br /> also seeking permission to install a temporary mobile classroom in the Madison park parking <br /> lot for 9 months during the renovation. <br /> Mr. Costello discussed the financing of the $2.9 million project. The Library will be paying <br /> for the renovation fully without seeking a levy. <br /> In response to prompts by President O'Malley, Mr. Crawford discussed the programming at <br /> the Madison Branch and its utilization. <br /> On the motion: All members voted in favor. Motion passed. Resolution 2020-07 referred to <br /> Committee of the Whole, Planning Commission & ABR. <br /> 33. Communication from Director Gelsomino regarding the Juvenile Diversion Program. (pg. <br /> 144) <br /> Motion by President O'Malley, seconded by Mr. Litten to receive and file the <br /> communication. <br /> Ms. Neff explained that she would abstain due to her professional role as a Court <br /> Administrator. <br /> A voice vote was taken as follows: <br /> Yeas: Bullock, Litten, O'Malley, Rader, Shachner <br /> Nays: None <br /> Abstentions: Neff <br /> Motion passed. <br /> 13 <br />
