Don't Ignore Carnegie Breach Of Contract <br /> On April 6, 2018 Mayor Summers, Council President O'Leary and <br /> planning .officer Bryce Sylvester all signed a letter to. City Council <br /> recommending approval of Carnegie Management and Development <br /> Corporation's development proposal that was to include "Class A office <br /> space" as part of the development. That letter claimed the Carnegie deal <br /> will "create new opportunities for income tax growth, most notably <br /> through new Class A office space." <br /> That same letter falsely claimed there would be "a true partnership <br /> with the City." The falseness of that claim is obvious in Section 13..16 of <br /> the City's Agreement with Carnegie that states "This Agreement does not <br /> and may not be construed to create a partnership or joint venture between <br /> the City and the Developer." <br /> On August 28, 2018 Carnegie submitted to Lakewood's <br /> Architectural Board of Review a proposal containing NO provision for <br /> office .;pace. Rather, Carnegie proposed a mixed-use development <br /> consisting only of commercial space, multifamily units, public space and <br /> parking:spaces. <br /> On November 7, 2018 Lakewood entered into the Agreement with <br /> Carnegie that allows Carnegie to buy over Five Million Dollars of hospital <br /> land from the City for ONLY $1(one dollar)! Section 1.1 of that contract <br /> requires the Project to include not less than 35,000 square feet of office <br /> space. <br /> Six months later, on May 28, 2019, the Architectural Board <br /> approved Carnegie's proposal even though it lacked the required 35,000 <br />
